Position: Consultancy (Assess MENT OF THE REGIONAL and national initiatives for theAnalogue to Digital Broadcasting Migration (ADBM) in Africa)

2. JOBPURPOSE:

Introduction:

In their Addis Ababa declaration on information and communicationtechnologies

In Africa, The Heads ofState and Government of the African Union, meeting in the

Fourteenth Ordinary Session of our Assembly in Addis Ababa, from31st January to

2nd February 2010, undertook to ensure digitalizationof the broadcasting technology

In Africa and to encourage harmonization and efficient management of thescarce resources(radiofrequency spectrum, numbering plans, etc) of the sectorat both national and regional levels.

Furthermore, in their Abuja 2010 Declaration, the AfricanUnion Ministers in charge of Communication and Information Technologies meetingat their Third Ordinary Session on 7 August 2010 in Abuja, Federal Republic of Nigeria, committedto promote the transition from Analog to Digital terrestrial Broadcasting andto set up National Multi-Disciplinary Committee (Telecoms/ICT experts andregulators, broadcasting experts and regulators and policy makers) on theAnalog Switch-Off with the mission, among others, to oversee the nationalstrategy and to coordinate with similar committees at regional and continentallevels.

Steeringmechanism of the mission

The Consultant will work:

· Under the supervision of the Head of theInformation Society Division within the Infrastructure and Energy Department(IED) at the African Union Commission (AUC).

· In closecollaboration with the Regional Economic communities (RECs), the ITU Regional, Officefor Africa (RO-AFR) including the ITU Area Offices in Africa, the RegulatoryAssociations and Authorities in Africa and National African Experts.

· Under the AUCommission’s and the RECs guidance the Consultant may, in the process ofhis/her work, consult any regional Task Force on Analogue-to-Digital BroadcastMigration and other stakeholders among others.

· The Consultant willwork in collaboration with experts from HIPSSA and national focal points ineach REC and all of African Union Member States.

General objectives of the mission

“Assessment ofregional and national initiatives for the Analogue to Digital BroadcastingMigration (ADBM) in Africa”.

Theassessment study shall present a stateof the art of current and planned initiatives in the concerned countries andregions for the management of the Digital Migration, the Analogue Switch Overand the Digital Dividend.

Theassessment study will cover the following areas:

1. Policyand regulation

2. Analogueswitch-off

3. Marketand business development

4. Networks(DTTB & MTV)

5. Policyimplementation

3. MAJORDUTIES AND RESPONSIBILITIES:

Thedevelopment of this assessment study shall be undertaken as follow:

1. Design of data collection

1.1. Define the indicators and criteria ofnational and regional readiness for analogue to digital transition

1.2. Define the methodology of datacollection

1.3. Identify in collaboration with thenational Focal Points the government and industry bodies involved in thetransition from analogue to digital broadcasting and the corresponding contact persons

1.4. Identify the contact persons withinthe RECs, Member States and any other regionalorganisations involved.

1.5. Design and an propose a questionnaire

2. Data collection

2.1. Communicate the questionnaire tonational focal points and contact persons within the regional organisations

2.2. Collect the responses to thequestionnaire from the national focal points

2.3. Consolidate the responses to thequestionnaire and communicate it to the AU Commission

2.4. Organize follow-up phone interviews tosupplement received responses if their quality and quantity are not judgedsatisfying by the AU Commission.

3. Assessment

3.1. Based on the results of consolidationof the responses to the questionnaire at national level and the correspondingcollected documents , the Consultant shall draft a report of the assessment study including

3.1.1. a review for each AU Member State oftheir national initiatives (on-going or under preparation) related to thetransition from analogue to digital broadcasting and covering at least one ofthese five identified areas including but not limited to:

3.1.2. a comparative analysis of thesenational initiatives and legislations highlighting their respective strengthsand weaknesses using as a reference the ITU guidelines on the transitionfrom analogue to digital broadcasting in Africa[1].

3.1.3. a summary the results of the abovecomparative analysis in a table and

3.1.4. best practices within Africa

3.2. Based on the responses to thequestionnaire at regional level and the corresponding collected documents , theregional expert shall draft a review of the assessment study including

3.2.1. a review for each regional organizations oftheir regional initiatives (on-going or under preparation) related to thetransition from analogue to digitalbroadcasting and covering at least one of these five identified areas includingbut not limited to:

3.2.2. a comparative analysis of these regionalinitiatives highlighting their respective strengths and weaknesses using as areference the ITU guidelines on the transition from analogue to digitalbroadcasting in Africa.

4. EXPECTED DELIVERABLE

1. List of all national focal points within eachRECs/ Member State with their contact details

2. List of contact persons (including theircontact details) within the government bodies and industry stakeholders in eachMember State and within the regional organizations including

3. Consolidated responses to the questionnairefrom the identified national and regional stakeholders

4. A draft report including national andregional reviews, comparative analysis and best practice

5. A final report

5. EDUCATIONALQUALIFICATIONS REQUIRED:

Advanced university degree in electronic orcommunication engineering or business management with a focus on broadcastingindustry, ICT and media regulation or relevant fields, OR education in areputed college of advanced education with a diploma of equivalent standard tothat of an advanced university degree in one of the above-mentioned fields.

6. PROFESSIONAL WORK EXPERIENCE REQUIRED:

At least 5 years of progressively responsibleexperience in the field of frequency management and/or regulation or managementin the broadcasting industry, relevant to the post professional

7. AGE REQUIREMENT:

Candidatesmust preferably be between 25 and 40 years old.

8. LANGUAGE REQUIREMENT:

Proficiency in at least one of theAfrican Union working languages (Arabic, English,French and Portuguese). Knowledge of other working languages would be an added advantage

9. TENUREOF APPOINTMENT:

The appointment shall be for aninitial period of ten (10) months. It shall be renewable subject to performance,deliverables and availability of funds.

11. REMUNERATION:

The salary attached to the position isan annual lump-sum of

US$ 60,247.35 inclusive of all allowances for internationallyrecruited staff.
