VACANCY ANNOUNCEMENT:AUC/USAID PROGRAMME COORDINATOR

TheAfrican Union, established as a unique Pan African continental body, is chargedwith spearheading Africa’s rapid integration and sustainable development bypromoting unity, solidarity, cohesion and cooperation among the peoples ofAfrica and African States, as well as developing a new partnership worldwide.Its Headquarters is located at Addis Ababa, capital city of Ethiopia.

The African UnionCommission invites applicants who are citizens of Member States for the post ofProgramme Coordinator to manage USAID funds.

2. Major duties andresponsibilities:

Under the supervision of theDeputy Chief of Staff of the Bureau of the Deputy Chairperson, you will beprovide technical assistance to assist the AUC to comply with USAID’s reportingand program requirements on a timelybasis, thereby reducing potential program implementation delays.

You will work closely on a dailyoperational level with the Director of the Strategic Policy Planning,Resource Mobilization, Monitoring and Evaluation Directorate (SPPRMME) in general, and more particularly,the Head of International Cooperation and Resource Mobilization Division.

You will also work with all AUCDirectors and staff as necessary to undertake the following :

(i) Serveas the focal point in AUC for all USAID/AUC joint programs;

(ii) Workin direct support of the Deputy Chief of Staff to ensure that USAID sponsoredprograms in AUC yield the desired results for both AUC and USAID;

(iii) Serveas a direct support to the Heads of Divisions/Head of Department/Directors asassigned by the Deputy Chief of Staff;

(iv) Helpthe cooperating partners (AUC and USAID) design and develop programs that areresponsive to the aspirations and strategies of each partner.

(v) Supporttechnical personnel in AUC to deliver one page monthly briefs to the USAID onmonthly activities and achievements.

(vi) Workwith the monitoring and evaluation unit to report on the AUC/ USAID jointprogram results promptly both quarterly and annually.

(vii) Serveas a senior advocate of the AUC/USAID joint program both in AUC and with otherpartners.

(viii) Workwith AUC program managers to achieve results from USAID sponsored programs asrequired by the Deputy Chief of Staff and Director SPPRMME and their line managers.

(ix) Participatein AUC quality control teams especially for the work sponsored by USAID.

(x) Backstop any of the senior managers in activities that lead to programimplementation as directed by AUC management.

(xii) Workin any of the areas that enhance AUC visibility and program achievement andreport results of the same.

3. Educational qualifications: A Postgraduate Degree (Masters level) in Economics, Law, BusinessAdministration, International Relations or equivalent qualification acceptableto the Commission. A first level university degree with a relevant combinationof experience may be accepted in lieu of the advanced university degree.

4. Work experience: Candidates must have at least 10 years of appropriate experience in thefield of intergovernmental organizations, strategic planning, programmemonitoring and evaluation, resource mobilization or be able to demonstratesimilar competencies. Candidates must have a thorough knowledge of USAIDprocedures

5. Other relevant skills:

a) Computer literacy;

b) Proficiency in policy analysis and development;

c) Management experience, excellent interpersonal skills;

d) Ability to organize and motivate others, and to work in a multi-culturalenvironment;

e) Excellent drafting and reporting skills;

f) Good communication and negotiating skills;

g) Good planning and organizational skills.

6. Language requirement: Proficiency in at least one of the AfricanUnion working languages (Arabic, English, French and Portuguese). Knowledge ofother working languages would be an added advantage.

7. Tenure of Appointment: The appointment will be made on a short term contract for a period of two (2)years, of which the first six months will be considered as a probationaryperiod. Contract extension will be subject to performance and availability offunding.

10. Remuneration:

The salary attached to the position is anannual lump-sum of US$ 105,785.40inclusive of all allowances for internationally recruited staff.

Thesalary attached to the position is an annual lump-sum of US$ 94,180.15 inclusive ofall allowances for locally recruited staff.
