Kyrgyzstan Assistant Finance Manager

To support its operations, UCA is seeking qualified candidates to fill the Assistant Finance Manager position. This position will be based in Bishkek, Kyrgyz Republic, and will report to the Finance Controller and will be co-responsible for overseeing Finance function of UCA.

ROLES AND RESPONSIBILITIES

Streamline the record keeping for all the transactions made through the Central Administration Office in Bishkek and prepare accurate and timely financial report on a monthly basis;

Effectively check, verify and ensure compliance with the financial policies and procedures for all payments related to operations and make final recommendations for payment processing while ensuring adherence to the UCA authority matrix;

Streamline the system of recording, keeping track and follow-up of staff and other advances and prepare monthly advance report;

Coordinate with the person responsible for units/campuses for consolidation of campus reports;

Ensure proper compliance and effective maintenance of the petty cash at the University Services and Central Administration through periodic reviews and audits;

Provide orientation to the staff on the financial policies and procedures;

Coordinate the periodic review of the financial policies and compile quarterly summary of issues to be address either through orientation, reinforcement and / or modifications in the policies and procedures;

Ensure effective / accurate maintenance of all UCA fixed assets into the system and coordinate periodic physical verification in accordance with the policy;

Ensure effective / accurate maintenance of Inventory Management module and coordinate periodic physical verification and reconciliations in accordance with the policy;

Assist in compilation of UCA financial reports on periodic basis and prepare monthly and periodic budget variance reports and other financial reports including travel, sectional report, advances and payables, etc.;

Effectively participate in the implementation of the Financial Information Systems [iSCALA]

Coordinate with the external and other relevant auditors for various audit assignments for the relevant functions.

REQUIREMENTS

Qualified CIPA, CMA, CPA, CA or equivalent Professional qualification

Preferably 2 years’ work experience in Finance

Fluency in English and Russian

Proven service and customer orientation, as well as demonstrable ability to successfully develop capacity and team, preferably in Central Asian environment.

Willingness to undertake travels to countries where UCA operates.

Proven ability to deliver high quality performance independently or in teams, in areas those are relevant to this job’s details.
