General information

In October 2011, Commonwealth Heads of Government welcomed the launch of Commonwealth Connects “as a contemporary platform for networking, building partnerships and strengthening the Commonwealth’s values and effectiveness and encouraged its use”. The content and functionality of Connects will reinforce the Commonwealth’s core values, promote greater coherence of messaging and services across Commonwealth agencies, and generate a more personalized user experience that leads to higher visibility and public outreach. Commonwealth agencies currently provide over 100 Web sites, which offer a wide array of information and services online. By linking these sites under a thematic umbrella, Connects will visibly complement and extend the value of existing Commonwealth Web resources.

With the development and launch of Commonwealth Connects, attention must be given to ensuring continuity of service and further development of the key features and functions of the site. This will require a minimal support group of three people, the C2P Support Team, whose major responsibilities would focus on:

  • Maintaining and upgrading site content
  • Supporting the set-up of Commonwealth online communities
  • Enhancing pan-Commonwealth features, e.g. search engine
  • Strengthening membership and personal engagement functions; and
  • Designing and implementing the mobile version of Connects

Under the direction of the ICT Adviser, GIDD for Commonwealth Connects, the Support Team must maintain a critical mass of informational content, operational networks and online communities, and related e-services, involving content development and Web design expertise, as well as deliver support to programme officers within the Secretariat and in other Commonwealth partner agencies.

Job summary

Commonwealth Connects provides a range of content and services online. Content can take many forms, including plain text, links, database content, still images(illustrations, photographs, diagrams), animation, audio, video, interactive devices (forms, forums, chat rooms, polls, questionnaires, etc.). Connects also offers an online platform for collaborative work, called Commonwealth Communities Online The C2P Manager is responsible for the following tasks:

Core Activities for the Manager, C2P Support

Coordinate the work of the CC Support Team

  • Direct the creation and acquisition of content for C2P website, e- newsletters and other online communications media such as podcasts;
  • Supervise the support for the social networking platform (CCOnline)
  • Organize the orientation and training of programme units where appropriate
  • Direct the preparation or training materials, where necessary;
  • Direct efforts to promote and market Commonwealth Connects
  • Report to the ICT Adviser, other senior management of the Secretariat and the Steering Committee of Commonwealth Connects, as required.

Managing the C2P site

  • Remove outdated materials and expired links;
  • Approve the posting of content and information and provide quality assurance;
  • Ensure implementation of C2P web site policies, guidelines and protocols and communicate these items to user divisions;
  • Resolve web related problems and coordinate solutions to minimize disruptions to customer service;
  • Ensure changes to web design and architecture are fully tested and documented before migration to a production environment.

Managing administration and finance

  • Prepare the budget and oversee the financial administration of the team
  • Report on financial and administrative matters to the Adviser, ICT for C2P.

Analyze and report on the performance of the C2P portal and platform

  • Compile and analyze website usage statistics;
  • Support online research activities and C2P housekeeping;
  • Maintain up-to-date knowledge of web trends and technologies for applicability to C2P web projects
  • Report to designated C2P executive lead and other senior managers, as required.

Qualifications

  • Degree in the fields of computer science, information technology or related field, with experience in the area of Web design development and content management

Experience
Knowledge, understanding, experience in the following areas is required:

  • At least 5 years experience as a web developer and coordinating a team of technical staff
  • Extensive experience with content development and management best practices
  • Experience using Open Text CMS and Social Workplace tools is desirable
  • Computer-based graphic design tools such as Adobe Illustrator, Macromedia Freehand and Adobe Photoshop;
  • Web technologies such as html, Cascading Style Sheets, JavaScript, Macromedia's Dreamweaver and Flash;
  • E-Learning systems such as Moodle and content creation systems would be useful
  • Programming languages such as C++ or JAVA will be highly desirable.
