About the Organization:

The Microfinance Investment Support Facility for Afghanistan (MISFA) was set up in 2003 at the invitation of the Afghan government to get donor coordination right from the start and avoid the counter-productive efforts that have emerged from conflicting donor objectives in other post-conflict situations. MISFA's mission is to facilitate the development and growth of a long-term, strong and healthy microfinance sector in Afghanistan that provides high quality and efficient financial services to low income people.


Background:

Monitoring and Supervision Department (MSD) works in partnership with DFIs to assess their performance, identify shortcomings, and recommend and ensure implementation of actions for improvement. It gauges their performance standards through desk analysis, interviews, review of the external and internal audit and monitoring reports, review of portfolio reports, client visits, and review of the finance and administration units within the partner institutions. The department currently has an expat manager and four local MSD officers supported by deputy director – technical support, monitoring and supervision. Technical Support Department (TSD) is responsible for data collection, assessment, review, analysis, and reporting on performance of partners. The department manages a resource center and responds to ad-hoc requests for information from partners, donors, and other stakeholders. TSD currently has two TSD officers supported by deputy director – technical support, monitoring and supervision.


About the Job:

The Microfinance Investment Support Facility for Afghanistan (MISFA) is seeking a Mentoring Consultant to support its MSD and TSD. This full-time position is for six months with possibility of extension. The incumbent is responsible for day to day mentoring and capacity building of MISFA’s MSD and TSD officers. His/her primary focus will be helping MISFA officers to acquire or improve competencies in financial management and reporting including financial analysis, reading financial statements, and basics of accounting. Additional areas include business plan analysis, data collection and analysis, effective monitoring of data collection and reporting, monitoring and supervision of financial institutions, communication skills, relationship management, and report writing. S/he will report to MISFA’s deputy director – technical support, monitoring and supervision. S/he will not have supervisory responsibility.


Tasks and Responsibilities:

• Conduct a comprehensive assessment of the MSD and TSD officers to highlight their strengths and shortcomings in relation to their current scopes of work;

• Develop and implement a capacity building plan for each MSD and TSD Officer;

• Provide day-to-day coaching to officers to help them perform their duties in a professional and adequate manner. Identify and recommend potential online or distance learning courses for each officer and assist with their enrollment and completion of those programs;

• Identify appropriate indicators to review MISFA’s capacity building of its MSD/TSD officers. Report on those indicators at least on a quarterly basis;

• Review final reports/analysis and other products of the officers before their submission to MISFA management. Use the reviews as an opportunity to identify gaps and prepare appropriate capacity building programs for the officers;

• Develop training materials and conduct classroom trainings as appropriate and directed by supervisor;

• Identify and assess local training/capacity building service providers to recommend their services for MISFA and its partners.

• Participate and contribute to MISFA’s overall capacity building programs for its employees and advice on same to MISFA partner institutions as requested and appropriate;

• Perform other activities as directed by supervisor.


Qualifications:

• Knowledge/Experience:

• Minimum three years of working experience in implementing mentoring programs;

• Knowledge of financial management, accounting, monitoring and supervision, and data collection, analysis, and reporting;

• Experience in working with development finance institutions.

• Qualifications/Skills:

• Bachelor’s degree in a relevant field (required), Master’s degree in a relevant field (highly preferred); Candidates with degrees on Financial Management and Accounting, MBA with focus on Finance, or ACCA are highly encouraged to apply;

• Strong proficiency with computer applications such as MS Word and Excel;

• Fluent written and spoken English;

• Strong interpersonal skills.
