Pathfinder is seeking highly motivated and self-driven staff to join a dynamic team to support the USAID-funded programs which focus on a range of global health technical areas. These include, but are not limited to: Integrated Family Health (e.g., FP/RH, HIV/AIDS Prevention, Care and Treatment, and Maternal, Neonatal and Child Health), Community Engagement, Health Systems Strengthening, Human Capacity Development and Quality Improvement base in Dar es Salaam, Zanzibar, Tabora and Pwani.

Post Title: Senior Program Officer.

Program Title: Life Program (USAID Funded).

Location: Zanzibar (1), Pwani (1) and Tabora (1).

Key Tasks.

a. In conjunction with the Senior Technical Advisor, ensure that Project performance objectives and mandated deliverables such as technical activities, annual work plans and programmatic/financial/technical reports are carried out in a timely fashion and meet the highest quality standards.

b. Provide oversight to and monitoring of all activities through field visits, report reviews, regular staff meetings and supervision of activities.

c. Provide technical assistance to implementing partners in their work on advocacy, sensitization, community and resource mobilization for project activities.

d. Partner successfully with Pathfinder International’s Senior Technical Advisor and financial, technical, and operations backstop officers by providing accurate and timely reporting and updates on the Project progress and difficulties.

e. Collaborate with government ministries and municipal departments in overall management of Pathfinder funded activities.

f. Document Project achievements for communications materials such as the annual reports, brochures, and website updates.

Qualifications and Experience:

a. Master’s degree in public health, social sciences or related field.

b. Minimum of four years of experience managing mid-large scale donor funded institutional capacity building projects and Reproductive Health programs in developing and transitioning countries.

c. Hands-on experience working effectively with local, regional and central-level government authorities.

d. Demonstrated experience successfully fulfilling performance objectives, including the timely implementation and reporting of donor-funded program activities.

e. Proven ability to write clear and concise reports, proposals or other technical documents.

f. Excellent diplomatic, interpersonal and communication (written and verbal) skills.

g. Demonstrated capabilities in institutional capacity building and leadership.

h. Proven ability to create and maintain effective working relations with Government personnel, international organizations, NGO partners, host country governments, and U. S. Government Agencies.

i. Familiarity with community-based approaches for service delivery and procedures in the implementation of donor assisted projects.

j. Strong presentation skills including the ability to present results and products to USAID and other key stakeholders such as the Ministry of Health.

k. Expert computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint and Outlook.

l. Must be fluent in English and Kiswahili.

Post Title: Senior Monitoring and Evaluation Officer.

Program Title: Life Program (USAID Funded).

Location: Dar es Salaam (1).

Key Tasks.

a. The Senior M&E Officer will be responsible for overall project indicator monitoring, ensuring that monitoring tools are revised and project staff and implementing partners are properly trained to use them. Pathfinder’s LIFE program components will include, but not be limited to, home-based care, home-based counseling and testing, community-based early infant diagnosis, community-based PMTCT, and community-based family planning. He/she will continuously advise the LIFE Community-based Programs Senior Technical Advisor on project status towards achieving set targets. The incumbent will develop and maintain effective working relationships with all key stakeholders.

b. Lead the development and review of the LIFE program M&E strategic plans for all Pathfinder supported components to ensure that selected indicators can realize program targets.

c. Sets program targets in coordination with the LIFE Community-based Programs Senior Technical Advisor/Pathfinder LIFE Program Lead, staff, and partners.

d. Coordinates with the LIFE Community-based Programs Senior Technical Advisor/Pathfinder LIFE Program Lead to ensure that the monitoring of LIFE program based on project performance indicators are used to inform program strategies and to refine performance monitoring plans and planning frameworks.

e. Works closely with EGPAF, NACP RCHS/MOHSW, USAID/Tanzania, CHMTs, and TRCS to develop and implement program and district-level performance monitoring plans, including identification of performance indicators; performance reporting systems; field-based technical assistance and monitoring of M&E system; and reporting.

f. Strengthens TRCS and CHMT capacity to collect, collate, and submit data to NACP/MOHSW using national recording and reporting tools, and strengthens TRCS and CHMT capacity to use data for management and programmatic decision-making.

g. Works closely with the LIFE Community-based Programs Senior Technical Advisor/Pathfinder LIFE Program Lead to ensure that the performance monitoring plans and strategic implementation frameworks are complementary and consistent.

h. Monitors and coordinates international and local M&E technical assistance and consultancies related to the LIFE program.

i. Conducts field-based monitoring, technical assistance and training visits jointly with project staff, stakeholders, funders and others.

j. Responsible for and oversees the preparation of program reviews, reports (monthly, quarterly and annual), and other M&E-related documents for review and approval by LIFE Community-based Programs Senior Technical Advisor/Pathfinder LIFE Program Lead and Director of Monitoring and Evaluation before their submission to EGPAF, NACP/MOHSW and USAID.

k. Organizes for program evaluations both internal and external

l. Ensures that MIS are compatible with MoHSW/GoT and USAID formats.

m. Support in gathering of data and development of M&E and performance management plans for proposals and other Pathfinder fund-raising activities.

Qualifications and Experience:

a. Master’s level degree: MPH or MS in demography, statistics, or management information systems with seven or more years’ experience in monitoring and evaluating health programs.

b. Knowledge of HIV/AIDS and reproductive health issues, related to effective M&E.

c. Knowledge of Tanzanian health sector, including public agencies, CBOs, NGOs and FBOs.

d. Excellent word-processing (Word) and spreadsheet (Excel) and statistical analysis software skills required. Experience in graphics and presentation software desirable

e. Proven and/or demonstrated excellent written and oral English communication skills.

f. Experience in writing proposals, budgets, project documents, and reports.

g. Be able to travel frequently within Tanzania on duty.

h. Familiarity, knowledge and understanding of the indicators and M&E tools used by PEPFAR, USAID and CDC

i. Experience with USG -funded health projects will be an added advantage.

Post Title: Project Finance Officer

Program Title: Life Program (USAID Funded)

Location: Dar es Salaam (1).

Key Tasks.

a. Provide support and capacity strengthening to TRCS in planning and developing program budget.

b. Assists with preparation of the budget.

c. Contributing to the development and maintenance of financial system and process.

d. Providing advice and information to the Finance Manager.

e. Controlling budgets.

f. Ensuring all financial regulations are adhered to

g. Preparation of payment vouchers.

h. Ensure that all invoices received from vendors are in orderly and duly supported by relevant documents.

i. Prepare Monthly Financial report for the project per donor requirements.

j. Maintain Field Office travel advance register.

k. Ensure that all checks issued by the organization are dispatched to vendor and obtain appropriate receipt thereof.

l. Ensure transaction are properly recorded and entered into the computerized accounting system.

m. Establish and maintain supplier accounts.

n. Assist in an Audit.

Qualifications and Experience:

a. Possesses a BA degree from a recognized university in Accounting, Finance or Management. Advanced degree and certified accountant preferred.

b. A minimum of three years’ experience in financial management for public health NGOs or related projects, two of them at a comparable level of responsibility.

c. Ability to work well with people from diverse cultures and communicate effectively.

d. Experience with U. S. government contracts and/or federal procurement regulations desirable.

e. Excellent communication and interpersonal skills.

f. Ability to work independently and as part of a team.

g. Excellent computer skills in Microsoft Excel, Microsoft Word, and PowerPoint preferred.

Post Title: Data Management Officer.

Program Title: Life Program (USAID Funded)

Location: Dar es Salaam (1)

Key Tasks.

a. Enter and maintain daily Back-up of entered data

b. Develop software applications for use with the PDAs

c. Maintain Data quality control through correcting obvious errors; and liaising with the M&E officer to flag out errors that require program staff’s action

d. Generate routine and adhoc reports as may be required

e. Participate in training of community volunteers, supervisors and district staff in the use PDAs and WBDMS

f. Conduct field supportive supervision

Qualifications and Experience:

a. A Bachelors’ degree or advanced diploma in computer science, IT or related field

b. At least 3 years working experience in a busy IT environment

c. Familiarity with the following computer languages / applications: Java, php, Ms Access, and MySQL

d. Experience in developing web-based data base management and mobile applications

e. Excellent presentational skills including ability for speaking, and facilitation skills

f. Experience in conducting training on web-based applications
