Sierra Leone Area Coordinator

General Description of the Program GOAL has been working in Sierra Leone since 1999, and is currently implementing Integrated Child and Youth Welfare Program and Urban WASH/Health/nutrition program in Freetown and a rural WASH program in Kenema.

The rural WASH program in Kenema, funded by UNICEF, aims to empower local communities to make their own decisions regarding village health, water, sanitation and hygiene using the Community/School Led Total Sanitation and School Sanitation and Hygiene Education (SSHE) approach. The program also provides protected water sources to communities, schools and health units in targeted areas.

The activities in Kenema are carried out in partnership with the District Health Management Team, Water Supply Division and Kenema District Council. GOAL works with three local NGOs; CORD SL (WASH implementing partner), CECSHIP (HIV partner) and Ben Hisrch (child protection partner).

In 2012, Kenema will upscale its child protection activities by working through Ben Hirsch to implement a program focusing on child labour.

General Description of the Role, Area Coordinator, Kenema The Area Coordinator in Kenema will be responsible for the overall support, security and management of the GOAL program in Kenema, working with a WASH Program Manager, who is supported by a WASH Technical Advisor, and their team of construction technicians, supervisors, community mobilisers and local administration and logistics teams. The position demands the equal capacity to manage overall program direction, staff and resources as well as a capacity building and training role. The capacity building role will focus on two areas. First is building skills in management capacity, strategy development, and advocacy within the GOAL staff team and community based structures. Opportunities for advocacy and coordination include participation in the District Council intersectoral meetings and representing GOAL at other regional meetings and programs. The second focus will be incorporating elements of best practice and coordination into the program design on an on-going basis, including the development of partnership opportunities.

Management  In collaboration with to the Country Director and Human Resource Manager, be responsible for the overall administration of the Kenema office, including the line management of one international staff.  With the Country Director, ensure that all partnerships with other NGOs and CBOs are strategic and integrated with the existing program in Kenema.  To keep abreast of all national initiatives and developments within the gender, child protection, health and WASH sectors and build up the local level advocacy component of the program.  To ensure appropriate, timely and quality technical, training and monitoring support to program activities as per proposal/ logical framework documents including archival of final copies of project data, reports etc.  To lead the process of finding donors for the Kenema program, and work alongside program staff and the Program Support Officer in proposal and budget development.  To ensure timely completion of monthly and donor reporting requirements.  With the Monitoring and Evaluation Advisor, ensure that adequate monitoring and evaluation systems are in place and that program learning is incorporated into the project cycle.  Ensure effective communication with Freetown office and ensure that necessary support is provided to the field office on a regular basis. Human Resource  Support the HR manager in the identification and the implementation of a response to the training needs of national staff members;  With support of the Country Director, handle staff issues in consultation with the Human Resources Manager. This includes oversight of other general administration relating to national staff (revising pay scales, holidays, sick leave, disciplinary matters etc.);  To carry out all other duties as deemed necessary by the Country Director.

Security: • Serve as Security Focal Point for the Kenema area of operations and with the Country Director, ensure that GOAL security guidelines are obeyed at all times and that relevant guidelines are updated as needed. • With the support of the Logistics staff, manage day-to-day security of GOAL operations in the district; • Participate as necessary in NGO security meetings and ensure that security briefs are circulated within the district office; • Brief new staff assigned to the district office on security issues and concerns, and; • Review and update the 'emergency evacuation' or other security related procedures as required with the support of the Logistics Coordinator.

Donor Liaison: • Liaison with national partners, sharing GOAL’s progress and lessons learnt with other stakeholders. • Represent GOAL at district level and promote coordination amongst NGOs, UN and government agencies;

Mainstreaming of gender, HIV, environment and child protection: • Ensure that gender, HIV, environment and child protection is mainstreamed into all integrated health program activities. • Ensure that all staff are aware of and receive relevant training regarding the application of gender, HIV, environment and child protection concepts to program activities. • Support program staff in integrating mainstreaming activities into the existing program. • Establish relationships with Ministry of Health and Sanitation, Ministry of Energy, Power and Water Resources, and Ministry of Social Welfare, Gender and Children’s Affairs and other key stakeholders for increased coordination of WASH, gender, HIV, environment and child protection activities in the district.

Administration, Logistics and Finance: • To support the Logistics Coordinator as required in ensuring that GOAL transport and procurement policies are fully complied with in Kenema. • To provide budgetary oversight of all office admin and logistics budget lines. • To provide ongoing support to the Logistics Manager as required (capacity building in operational management, budget oversight, HR & supervision). • Support and manage the Admin and Finance Officer, conducting weekly cash counts and doing spot checks on payment transactions. Requirements • 2 + years of previous overseas working experience in a managerial capacity within a multi-sector health program with an International NGO essential. • Knowledge of community development methodologies and the ability to work in a participatory manner, developing shared ownership and vision essential. • Appropriate skills and experience in the capacity building and training of national staff and partners essential. • Experience in monitoring and evaluation essential. • Experience in proposal development, budget preparation and report writing essential. • Good computer skills with a working knowledge of Microsoft Word and Excel essential. • Oral and written English essential. • Knowledge and experience of nutritional programs within a developmental and/or food security context desirable. • Knowledge and/or experience of cost-recovery processes in Africa or other countries desirable. • Experience in developing program strategies in a transition period between emergency and development environments desirable.
