Switzerland Deputy Director, Programme Funding

GAVI JOB DESCRIPTION:

Post title: Deputy Director, Programme Funding Duty station: Geneva Purpose of the post: Serve as the deputy to the Director of Programme Funding, bring expertise on resource mobilisation, advise management on fund raising efforts and replenishment process and develop best practices for donor portfolio management, with appropriate streamlined reporting framework, commitments forecasting and tracking. The GAVI resource mobilisation process rests on four main pillars: 1. Reaching out to current and new public and private donors with a diversified portfolio of instruments (direct contributions and innovative finance); 2. Increasing ownership of implementing countries through co-financing; 3. Influencing market-shaping through new market entrants and price reductions in vaccine manufacturing; 4. Mobilising the strong advocacy of civil society networks while involving a wide range of partners.

Key results expected: • Secure higher levels of funding from current and new donors with emphasis on multi-year funding; • Ensure effective instruments are in place to manage, forecast and track donor commitments; • Coordinate Team activities, monitor progress and performance.

Main duties/ Responsibilities: The Programme Funding Team (PFT) in the GAVI Secretariat has the principal responsibility for the strategic development and implementation of GAVI’s resource mobilisation strategy vis-à-vis government donors and other key public and private institutions.

Long term resource mobilisation strategy • Provide expert advice on the development and implementation of GAVI‘s long term resource mobilisation strategy; o Develop strategic options and financing alternatives with senior management for raising resources more effectively for immunisation programmes in GAVI-eligible countries and for priority areas; o Structure and arrange new funding windows looking at new ways to support new vaccine development, strengthen the sustainability of financing model; • Manage key strategic resource mobilisation projects (such as the 2013 Mid Term Review), • Contribute to the coordination of the replenishment process and the elaboration of supporting documentation;

Effective partnership • Ensure effective partnership with the Innovative finance Team to manage marketing of new schemes to donor countries; • Facilitate effective partnerships and cross-secretariat initiatives aimed at implementing selected pillars of the resource mobilisation strategy including innovative finance and private sector schemes, country co-financing, and vaccine market shaping;

Team management • Coordinate team activities, play a significant role in guiding and mentoring staff; • Advise the team on development of engagement strategies in donor countries, building constituencies and mobilizing key champions; • Lead and empower the team to build new public and private donor relationship at senior level and play a promotional role in generating new business; • Second the Director of Programme Funding in managing key relationships and initiatives.

Best-practice donor portfolio management • Lead support for the development of a best-practice donor portfolio management: o Take a leadership role in developing and managing a donor portal including appropriate systems and mechanisms to monitor the growing portfolio of existing donor countries and to ensure high quality documentation for internal and external reviews;

o Ensure effective instruments are in place for streamlined management of donor agreements, development of standardised reporting and results framework, management of donor evaluations, forecasting and tracking commitments, as well as income recognition, developed in close collaboration with the relevant Secretariat Teams (Policy, Delivery and Finance Teams).

Academic:

• Master’s degree in economics, business administration, finance, or other relevant fields.

Work Experience: • Minimum of 9 years of relevant experience; • Solid credibility on fundraising, business development including client relations; • Understanding of both public and private sector perspectives would be an asset.

Skills/Competencies: • Results-oriented individual, entrepreneurial and hand-on with in depth experience in the management of major replenishment mechanisms; • Solid track record in fund-raising with international, public and private sector sources; • Proven ability to contribute to broad, high level strategic resource mobilisation dialogue in a creative environment; • Proven ability to identify and articulate policy issues, tradeoffs and priorities to provide sound advice; • Excellent technical, analytical skills, project management skills and established operational track record of excellence in achieving results; • Good knowledge of institutional or organization policies, systems and procedures; • Ability to work in a multi-cultural environment; • Tact and discretion; • Leadership & management of people ; • Demonstrated ability to work across institutional boundaries with various teams, build and lead a team of professional staff, and utilise talent and expertise of team members in a productive way; • Demonstrated ability to produce high quality work on a variety of issues with very short deadlines, to take prudent risks and make effective and timely decisions.

Languages: • Written and spoken Fluency in English and in French; • Good knowledge in Portuguese, Arabic, Chinese or other relevant languages an asset.
