Switzerland Senior Manager, Monitoring

Duty station:Geneva, Switzerland Purpose of the post: Support the Country Programmes team in monitoring implementation of grants and country performance. Key results expected: • Organise APR reviews; • Produce final summary reports of Monitoring IRC; • Produce Board papers and analytical reports emerging from the review of APRs; • Provide initial draft Decision Letters following the Monitoring IRC; • Update country fact sheets; • Revise guidelines for Monitoring IRC.

Main duties/ Responsibilities: • Manage reviews of country progress and coordinate related activities of the Country Programmes Department including pre-screening and assessments of country annual progress reports; • Maintain the country intelligence system that allows generation of just-in-time up-to-date information on the status of the grant implementation in countries as well as various aspects of country health system performance, vaccine management systems, and cooperation with in-country development partners and other stakeholders; • Strengthen the capacity and quality of the Monitoring Review team and of the pre-assessment teams; • Organise reviews of country annual progress reports; • Advise and guide the review team on GAVI procedures and guidelines for support to countries;. • Lead preparation of papers for submission to the Board and recommendations that result from the review process; • Analyse review outcomes, challenges and lessons learnt for improvement of reviews and follow up Review Team recommendations for action; • Work with the Policy & Performance department to provide input in evaluation studies & and maintain database on country progress reports; • Contribute to revision of guidelines on monitoring and updates on country fact sheets; • Represent the Country Programmes Department in relevant fora and undertakes relevant country visits; • Supports the work of the Transparency and Accountability Team.

Qualifications

Academic: • Advanced University degree (Masters or PhD) in Social Sciences or Public Health.

Work experience: • Minimum 7 years of professional experience related to at least one of the following areas: health system performance assessment, monitoring and evaluation of health programmes, health information systems, health policy analysis, and health system research; • Field experience in developing countries; • At least 3 years of work experience in an international health and development organization.

Skills/competencies: • Excellent knowledge of the health programmes monitoring and evaluation field. Deep understanding of health information systems in various country contexts, various measurement tools and evaluation methodologies; • Proven ability to present and interpret quantitative and qualitative data within the context of policy development and implementation; • Computer literate, additional knowledge on statistical software is desirable; • Strong cross-functional communicator (both oral and written); • Strong organizational skills and multi-tasking ability; • Ability to work under pressure and to meet deadlines; • Team-player and client-oriented; • Demonstrated ability to take initiatives; • Good knowledge of institutional or organization policies, systems and procedures; • Ability to work in a multi-cultural environment; • Tact and discretion.

Languages: • Written and spoken fluency in English; • French is desirable.
