Description
Objective 1: Country Strategy and Program Implementation
Activities:
• Definition and submission of annual program/support strategy.
• Definition and submission of adhoc recovery/development programming.
• Final country-level validation of donor proposals and reports.
• Regular field visits to programs and bases.
• Overall responsible for the proper use of all resources on the mission.
• Overall responsible for the rollout and implementation of ACF policies and standard procedures.
• Overall responsible for proper mission reporting procedures and communications to HQ.
Objective 2: Safety/Security of ACF personnel and assets.
Activities:
• Analysis, identification, quantification and, through line management, mitigation of assessed risks.
• Maintenance of updated national security plans (procedural, SOP, MOSS, health, evacuation)
• Development and maintenance of security network (formal/informal) at country level.
• Ensuring of training and compliance of ACF staff towards security regulations.
• Ensuring proper coordination and handling of Incident Reports and crisis response.
Objective 3: National representation of ACF and adherence to Mandate/Charter/Principles.
Activities:
• Promotion of humanitarian principles towards local partners (Govt., UN, NGOs)
• Maintenance of regular relations with donors, authorities and partners.
• Compliance with national laws, regulations and best practices.
Objective 4: Context Analysis
Activities:
• Data collection and analysis of socioeconomic and humanitarian issues in the country.
• Development and maintenance of information (formal/informal) network.
• Support and response to Field Coordinators and Heads of Base in their analyses.
• Issuance of Monthly Mission Situation Reports (SitReps).
• Empowerment ACF staff to carry out their designated responsibilities
Objective 5: Mission Human Resources Management
Activities:
• Definition of the HR needs for international staff.
• Responsible for the proper briefing and debriefing of management staff.
• Overall responsible for the regular use of staff appraisals for ACF staff
• Oversight of stress and conflict mitigation in mission.
• Validation and continuous monitoring of the HR guidelines and policies for ACF staff.
Level of study/specific qualifications/technical requested:
• Advanced University degree (Masters) preferably in international, political or social sciences.
• Significant experience with INGOs. Previous experience with ACF in emergency and post-emergencies an asset.
• Excellent management skills (HR, projects, stress management)
• Advanced knowledge of donors’ guidelines and procedures (ECHO, UNICEF, DFID, OFDA, etc.)
• Ability to organize, train and motivate a multicultural team
• Excellent diplomatic and negotiation skills
• Disciplined and able to work and arrive at decisions autonomously with minimal guidance.
• Fluent in English (professional English needed).
• Excellent drafting and written skills.
• Is previous humanitarian experience required?: Yes / 5 years
