We are looking for a Junior Advisor to assist the Director in the implementation of the OECD Development Centre’s Programme of Work. The role requires a broad understanding of economic frameworks and institutions across a range of OECD countries and non-member economies. S/he will work under the general supervision of the Director and in close co-operation with the Director’s Office as well as with the substantive and administrative units.

Main Responsibilities

1. Strategic information management

  • Provide key information and advice within the Director’s Office on a wide range of issues, relating both to the substantive outputs of the Centre as well as organisational matters, and propose alternatives for decisions.
  • Support and follow through on the implementation of any actions and initiatives agreed during internal and external meetings involving Director’s Office members.
  • Contribute to the formulation of key messages, policy recommendations and guidelines based on Centre’s reports, collected information, and data provided by the units at the Centre, to be communicated externally by the Centre.

2. Drafting and analytical support

  • Ensure timely responses to requests from senior policy makers and other external stakeholders of the Centre, producing written inputs and/or co-ordinating inputs from different Development Centre Units. Edit contributions ahead of final review by Director.
  • Draft and edit project proposals , position papers, synthetic reports and notes in collaboration with colleagues from different units within the Centre and/or external experts, as well as with other OECD Departments as appropriate.

3. Liaison, representation and communication

  • Act as a focal point for OECD Development Centre Units and divisions with regard to communication flows with the Director´s Office.
  • Liaise, communicate and co-ordinate activities with OECD Directorates, the Office of the Secretary-General, officials in member and non-member country administrations, in other international organisations, as well as with academics, the private sector, and various research institutes and partner bodies working on development, fostering effective working relationships with them.
  • Plan, organise and participate in regular meetings and missions related to Director´s Office activities; coordinate and ensure the implementation of proposed actions by the Centre‘s Units.

Candidate’s profile

Academic Background

  • An advanced university degree in business, or international relations and/or a discipline in the fields related to the area of work of the OECD Development Centre.

Professional Background

  • One to two years of international professional experience in public or private sector that demonstrates versatile skills and strong analytical capabilities.
  • Good knowledge, preferably acquired through experience in emerging and developing countries, of the issues surrounding development policy making.
  • Proven experience of the work at strategic, operational and financial levels.

Tools

  • Fluency in the use of standard software applications (Word, Excel, PowerPoint).

  • Ability to work quickly and to produce concise, top-quality briefing material and recommendations.

Languages

  • An excellent command of one of the two official languages of the OECD (English and French) and working knowledge of, or willingness to learn, the other. Knowledge of other languages would be an asset.
