AFRICA PROGRAM OFFICER

The Africa Program Officer (APO) is responsible for supporting the operational and program activities of TFK’s (Campaign for Tobacco-Free Kids) Africa work. S/he assists with implementation and coordination of TFK’s Africa Program and will coordinate a portfolio of grants to Africa non- governmental organizations (NGO), civil society groups and governmental agencies.

This position requires constant communication with partners and grantees in Africa, coordination of grantee activities with Campaign efforts and other international partner organization and identification and coordination of resources and technical assistance grantees and Campaign activities. The Program Officer works under the Africa Program Director.

PRIMARY DUTIES

· Under the supervision of the Africa Program Director, support the development of CTFK’s regional and country-specific strategic programs for Africa.

· Work with the Africa Program Director and TFK Grants Unit to ensure successful implementation of grant projects, contracts and activities in Africa. This may include helping to negotiate grant proposals and contracts, assessing Africa grant proposals and plans, monitoring funded projects and contracts, organizing appropriate technical assistance and training and assisting grantees to achieve their project goals through appropriate program design modifications.

· Support TFK Grants Unit to assist grantees to establish and maintain sound programmatic, operational and fiscal management practices and to submit programmatic and financial reports consistent with approved scope of work and budgets.

· Coordinate the activities of the Africa team and the Campaign’s International Resource Center staff to assure the provision of focused advocacy, media, research and legal support.

· Consistently and comprehensively monitor, obtain and document program activity updates on Africa program grants and contracts

· Assists in the preparation of monthly, quarterly, and annual narrative and financial reports to donors; assists in responding to other donor requests and inquiries.

ADDITIONAL RESPONSIBILITIES

· Assists the Africa Program Director in designing and implementing effective advocacy strategies in Africa.

· Assists Africa Program Director and International Resource Center Research staff with Africa-related research

· Performs other duties as directed by Africa Program Director.


Qualifications


REQUIREMENTS

· Three (3) to five (5) years related work experience in advocacy, international grants, global public health, public policy, media, or research, or some combination thereof.

· Master’s degree in a public interest, health, or international field required.

· Experience working in Africa

· Proficiency in French required; additional proficiency in Portuguese or an African language desired.

· Ability to evaluate, track, monitor, and determine whether grantees’ financial internal control systems meet program requirements. Demonstrated excellence in communication and in working with people from diverse cultures and countries.

· Ability to work in a fast-paced, team-oriented environment and perform effectively under pressure.

· Eligibility to work in the United States; ability to travel internationally as necessary.

· Knowledge of and proficiency with a variety of computer software applications including

Microsoft Word, Excel, Access, PowerPoint and Outlook.

· Excellent English-language writing, and editing skills
