Chief Information Officer/Associate Director (TGS)

The International Monetary Fund (IMF) has an opening for a Chief Information Officer/Associate Director (CIO/AD) in its Technology and General Services Department (TGS).
The Chief Information Officer is an Associate Director in TGS and a member of the IMF's leadership team comprised of senior staff at the B5 level. The CIO is accountable for IT service delivery, IT security, and leadership in the effective application of technology to the mission of the IMF.
The CIO will report to management and will work closely with the Director of TGS who will retain an oversight role on HR and budget issues in the department.
Main Duties and Responsibilities
Overall responsibility for setting, leading, and overseeing the IMF's IT strategy
  • Develop strategies, plans, and work programs that are well aligned with business needs
  • Support IT governance forums and engage effectively with departments on strategy development, policy formulation, and investment prioritization
  • Oversight for IT architecture, governance, information security, and familiarity with issues related to cybersecurity
Deliver high-quality, value for money, IT services
  • Maintain high levels of customer satisfaction with IT services
  • Ensure that all IT services are delivered in a cost-effective way
  • Oversee delivery of the portfolio of IT capital projects to ensure that projects deliver the desired outcomes
  • Protect the IMF's information assets
  • Ensure that IT operational risks are well managed and that IT facilities are robust and available to support business continuity

Provide leadership in the effective application of information technology to the mission of the IMF

  • Ensure that the IMF's information assets are well managed, organized, and accessible to meet the needs of the IMF as a knowledge-worker institution
  • Promote innovation and the awareness and adoption of new tools and technology-enabled work practices that will improve productivity and effectiveness
  • Consult with IMF management, senior staff, IT-related committees, relevant user groups, and other international organizations, and stay abreast of industry best practice
  • May be called upon to take a leadership role on high-level committees, task forces, or working groups on IT-related issues
Develop, in collaboration with the Director of TGS, a high-performance, professional, and innovative IT professional workforce
  • Maintain high levels of IT staff satisfaction, motivation, and alignment with the IMF's mission
  • Ensure that IT staff have the skills needed to meet future business needs
  • Improve the diversity profile of IT staff
Work collaboratively with the Director of TGS to exploit organizational synergies and deliver seamless customer service
  • Contribute to TGS strategy
  • Effectively leverage the capabilities of TGS, HR, Procurement, Budget, project administration and support functions

Qualifications

  • An extensive background in managing and overseeing complex and diverse IT operations, preferably in a multinational environment
  • Substantial experience in planning and executing IT strategy, and formulating, allocating, and evaluating major policy, programs, and projects in the IT area; experience in environments with very high information security requirements
  • Extensive prior experience acting in a role equivalent to that of CIO in the private and/or public sector with an impressive track record of being able to work effectively with senior management to develop and implement enterprise architectures and IT strategies that tie IT to the objectives and goals of an organization
  • Exceptional ability for strategic thinking and analytical perception in planning and implementing IT strategies
  • Strong leadership skills, management abilities, and strategic vision
  • Excellent planning, analysis, organization, negotiation, and written and oral communication skills-particularly to understand the implications of evolving business requirements for IT and to explain complex IT concepts clearly and effectively, to formulate and communicate the business value of IT investments, expenditures, and related resources
  • An excellent team player with collaboration skills and drive for results for the successful completion of IT programs and projects and to foster a cooperative work environment. Outstanding interpersonal skills to effectively work with all levels of staff including management, senior staff, junior colleagues, and various IT-related committees
