TERMS OF REFERENCE

Under the direct supervision of FAS Deputy Director located in Dakar, with the staff of the International Secretariat in Geneva, Switzerland, Regional Office in Dakar, Senegal and the Liaison Office in New York, USA, and the representative offices in Khartoum, Sudan and Kinshasa, DRC the Communication Officer(CO) is responsible for communication strategies and coordinate to conduct research, analysis and publications on issues related to FAS programmes on engendering the peace process in Africa. She/he will perform the following functions as described in the FAS management book and summarized below.

DUTIES & RESPONSIBILITIES

i. Ensuring full coherence and alignment with various FAS offices in formulating communication strategy, adapt, implement and evaluate information strategy for engendering the peace process in Africa. Be the pilot for communication strategy: propose and implement.

ii. Provide technical advice and support to team leaders and other staff in planning and developing relevant information and communications products.

iii. Providing input to all major departmental documents, including strategies, donor reports and other technical documents, to ensure they are well written and clearly communicating the messages.

iv. Implement the project management activities, project concept and resource mobilization. Goal oriented project design, also indentify and implement activities, like HR activities, budget training, reporting, advocacy, monitoring and evaluation, narrative annual report, implement external audit.

v. Participate in resource mobilization activities by developing training materials and coordinate training projects; develop electronic information storage and retrieval systems and monitor the updating of FAS website; to.

vi. Provide support and training to the staff working at various FAS offices, during trainings communication officer should be fully aware and be informed about the action to be undertaken.

vii. Review recommend, approve and implement controlling activity like yearly plan.

viii. For advocacy, design a process of communication channel. Recommend internal and external planning and implement advocacy drivers and strategies.

ix. To link FAS’ advocacy campaigns to other regional and international campaigns, to keep FAS members, networks and partners informed on FAS’ various activities and to draft press releases, statements, news summaries. Paper and electronic materials for dissemination to the FAS networks; monitor international and regional media, and regularly update FAS staff of any media coverage relevant to their work.

x. Proactively identify media opportunities and, in close liaison with FAS partners, plan and implement media events including press releases, report launches and press conferences.

xi. To organize regular and ad-hoc briefings, public information events and press conferences.

xii. Take a proactive role in coordinating and conducting substantive research, analysis and information synthesis on issues related to gender, peace and development;

xiii. To develop strategies for partnerships and to maintain databases of partners and supporters in the field of information and communication media; to assist in the implementation of FAS seminars, workshops as well as internal board meetings and general assemblies and disseminate information on these activities.

xiv. Over see the design and editorial content of the website and intranet, ensuring that content are regularly updated and promoted.

xv. During recruitment process and implement the candidate’s job profile.

xvi. CO will review, various resources during office creation following the communication strategy.

xvii. Propose accounting need, if required.

xviii. Assist the Executive Director, the Deputy Director and FAS staff with other related tasks as required.

FAS(Femmes Africa Solidarité) is an international women’s organisation, with UN ECOSOC Consultative Status working to empower African women to assume a leadership role in peace building and conflict resolution. FAS programmes operate mainly in war-torn countries. FAS is based on the core values of solidarity, commitment, transparency, accountability, innovation, and sustainability. FAS also works closely with African sub-regional and regional organs such as the African Union (AU) to ensure greater involvement of women in decision-making processes for peace and development. FAS has its headquarters in Geneva, Switzerland, its Regional Office in Dakar, Senegal, and one Liaison Office in New York. While the Regional Office in Dakar focuses on operational activities of FAS programmes, FAS International Secretariat and NY Liaison Office are rather involved in advocacy activities taking place in those locations and the representative offices in Khartoum, Sudan and Kinshasa, DRC, are implementing FAS programmes.

FAS Pan-African Office, in collaboration with the two other offices, is currently responsible for the: Design, planning, implementation, monitoring and evaluation, and fundraising: - Empowerment of women in Africa (DRC, Sudan, Mano River): training and research within the capacity building; advocacy; coordination Implementation of the strategy of the organization, its programme and project implementation Managing partners and networking
