Curriculum Development Specialist

THE CONSULTANCY:
IDLO is currently undertaking various activities under the US State Department (INL) funded project Developing Legal Education and Training Institutions in Southern Sudan. A number of these activities are aimed at strengthening practical or professional legal training in South Sudan. Since there had been no institution in South Sudan capable of providing professional legal training for practitioners, the proposal was taken to establish a Legal Training Institute (LTI).
The LTI is envisioned by the Government of South Sudan (GoSS) as the focal institution to ensure legal practitioners obtain the minimum qualifying standards for legal practice and are equipped with requisite skills to fulfill their duties in the legal sector. The overall strategic objective of LTI is to contribute to the rule of law in South Sudan by providing legal professionals – including public servants, prosecutors and lawyers – the necessary knowledge and skills to perform optimally, on a level that is competitive with similar institutes in the region.
IDLO is seeking a Curriculum Development Specialist to assist IDLO and the LTI in identifying the practical legal training needs of practitioners and to develop appropriate curricula that reflect and respond to the needs of the society and the market demand within South Sudan, the region and internationally.The Consultant will be responsibile for the following:
Conducting a training needs assessment on the situation of professional capacities and training in South Sudan;
Developing and designing a curriculum for the practical legal training of practitioners in South Sudan (in the equivalence of the Diploma in Legal Practice);
Identifying critical areas for continuing legal education (CLE) training in South Sudan and design necessary policy and/or training curricula/modules; and
Developing and designing a system of accreditation for training programs, examinations and other assessments with regards to practical legal training in South Sudan.
The assignment shall be undertaken in Juba, South Sudan with travel to other South Sudan states. The consultant will report to the IDLO Country Director in South Sudan and work closely with the Legal Education & Training Advisor.
The assignment will last 30 to 45 days. The Candidate should be available to start immediately.

IDEAL CANDIDATE PROFILE AND MINIMUM REQUIREMENTS:
The Consultant should possess an advanced university degree in law, preferably from a common law jurisdiction. A minimum of 7 - 10 years of experience in training and needs assessments in the law sector is required. Experience working in or proven knowledge of Common Law Legal Systems is required. A technical, practical, and conceptual understanding of the Rule of Law sector issues and the overall national response in South Sudan is required. Experience working in South Sudan would be an asset.
The Consultant must possess an in-depth understanding of practical legal training curricula offered by institutions in the East African Community. The candidate should demonstrate excellent data collection, analysis and report writing skills using standard social science methodologies. Advanced computer literacy and presentation skills are required.
Fluency in spoken and written English is required. Knowledge of Arabic and South Sudanese languages or dialects would be an added advantage.
