They provide family planning, obstetric advice, maternal and child health care and other vital services to more than a million people every year, to help end the cycle of poverty that maternal death and HIV perpetuate.

Population Services Zimbabwe (PSZ), an affiliate of MSI, is a market-focused, results oriented non-governmental organization. They develop efficient, effective and sustainable family planning and reproductive health programmes for the lower income and disadvantaged communities in Zimbabwe.

Mission Talent has been tasked by MSI with providing an exclusive search for the position of a Director of Programmes and External Relations.

Purpose of the Position

As a member of the Country Management Team, the Director of Programmes and External Relations is responsible for overseeing PSZ’s programs/projects, ensuring effective management of donor-funded projects. This role will lead in raising awareness of the organisation and leverage additional large-scale funding to support the organisation’s continued growth. This leadership position will also serve as Deputy Chief of Party when designated to do so by the Country Director, to whom the position reports.

Key Responsibilities

Project Management, Development, Oversight & Support

Support the Country Director in ensuring USAID and upcoming DFID projects as well as investment priorities are implemented by maintaining an oversight of current programmes and projects. Supervise respective Project Managers and ensure that all donor projects are managed strictly according to donor contracts and requirements. Ensure programme compliance to donor regulations and guidelines. Ensure the highest quality at service / activity levels for all funded projects, and that project Teams are highly motivated and well supported. Identify new donors and other stakeholders whose goals are aligned with PSZ’s future vision, and vice versa. External Relations & Resource Management

Develop high-level donor relationships, and maintain ongoing contact with key stakeholders, including the public sector, national and international NGOs, and the international donor community. Actively represent PSZ at all appropriate stakeholder meetings and conferences, which may involve public speaking on issues central to PSZ’s mission, vision and goals. Manage contact with a variety of media in Zimbabwe and overseas, and ensure awareness of PSZ’s presence and activities at country as well as at international levels. Supervise the implementation of PSZ’s communications strategy developed by the consultant and monitoring of the deliverables i.e. publications, leaflets, brochures etc.
Human Resources & Admin

Oversee all Team Development issues, including but not limited to recruitment and selection, performance management, training and development, employee relations, HR Information systems, payroll. Supervise all support office administrative issues, including utilities, rentals, office equipment and furniture. Supervision of all administration personnel and the Human Resources and Administration Officer. Marketing & Research

Monitoring of PSZ marketing plans and budgets; and marketing activities including advertising, internet, promotions, publications and events, and coordinating marketing at external exhibitions and conferences Supervision of Marketing and Research Officer. Research on key elements of service delivery, client satisfaction, competitors, potential markets, performance of clinic sites, sources of client referral. Logistics and Procurement

Oversee the central logistics unit ensuring that systems including ordering, transportation, delivery, storage, control and reporting on the use of program, projects and team supplies are in accordance with PSZ procedures and policies. Supervise the Procurement and Logistics functions and processes, and the Internal Procurement Committee, ensuring compliance with Internal Procurement Committee’s Terms of Reference. Qualifications/ Experience Required

Degree level education, post-graduate diploma and full Masters qualification Minimum of five years senior management experience Minimum of two years management in an international country context Significant senior management experience including working with government and institutional donors Significant External Relations experience Experience of developing and maintaining working relationships with donors, foreign governments, development partners, civil society and national and international pharmaceutical companies Significant programming and business experience in a developing country context Results-based management experience Skills

Strong overall team management and leadership qualities Strong relationship management skills and negotiation skills Significant experience in securing high –value contracts from bilateral donors (with a strong preference for USAID, DFID and the European Commission) and other multilateral donors, foundations and trusts. Understanding of the issues surrounding provision of reproductive health care services internationally Excellent analytical, organisational problem – solving skills Outside -the-box thinker, using creative strategies for external relations & fundraising Attitude/Motivation
