Monitoring and Evaluation Specialist for the Climate-Resilient Ecosystems and Livelihoods (CREL) Program Effective with the release of this position announcement, Winrock International will be recruiting applicants for the position of Monitoring and Evaluation Specialist with the Forestry & Natural Resource Management (FNRM) Group. The responsibilities, duties, and qualifications are described in the attached position description. Position is contingent upon receipt of donor funding.

POSITION TITLE: Monitoring and Evaluation Specialist / Climate-Resilient Ecosystems and Livelihoods (CREL) LOCATION: Dhaka, Bangladesh UNIT: Forestry and Natural Resource Management REPORTS TO: Chief of Party (COP)

PROGRAM SUMMARY: Winrock is seeking candidates for a Wetlands and Fisheries Specialist for the USAID-funded Climate-Resilient Ecosystems and Livelihoods (CREL) program that focuses on stimulating alternative income and enterprise opportunities for the poor. The program will be designed to stimulate economic growth across subsectors at a landscape level, while addressing natural resource policy and governance issues. It will work closely with relevant stakeholders including the Government of Bangladesh to develop institutional capacity to integrate climate change adaptation planning at the national and local level.

ESSENTIAL RESPONSIBILITIES:

• Design and implement a comprehensive monitoring and evaluation system; • Lead collation of data that measure progress, track effectiveness, and provide continuous assessment of progress toward program targets and benchmarks; • Ensure quality control and rigorous monitoring and evaluation.

QUALIFICATIONS AND REQURIEMENTS:

Education: Master’s degree in social sciences or specialized training/certification in monitoring & evaluation.

Experience: The ideal candidate will have the following experience: • At least three years progressively responsible experience in the monitoring & evaluation of international development projects, preferably in one or more aspects of climate change, and/or natural resource management; • Demonstrated ability to analyze complex data and translate findings into clear language that informs program management decisions. • USAID M&E experience is required. • Strong communication skills, both oral and written with fluency in both English and Bengali required.

Other: High level of English and of Bengali is required.
