The IRC is seeking an Education Technical Advisor who will be responsible for the overall technical support of a CIDA-funded multi-year education project, the Basic Education Consortium for Afghanistan (BEACON). The goal of BEACON is for children, youth and adults to have the knowledge and skills to be productive members of Afghan society by supporting the Government of Afghanistan to expand and improve quality education to children, youth and adults. This project will be implemented in partnership with AKF, CARE and CRS. A central Program Management Unit (PMU) will oversee the project implementation by all partners.

Background:

IRC seeks an Education Technical Advisor who will provide clear and coherent technical leadership to the partnership project. This position will have a strong program quality focus, and together with the other members of the senior management team will work to ensure that the activities of this project are implemented in accordance with established standards and recognized best practices to contribute to the achievement of the project’s objectives. The Technical Advisor reports to the BEACON Project Director and is supported by the IRC’s Child and Youth and Protection (CYPD) Technical Unit (Education) Senior Technical Advisor (based in NY).

Responsibilities:

• Introduce standards and oversee the quality of BEACON education program activities, through the oversight of service delivery under each of the program’s objectives and the identification and replication of best practices;
• Ensure that all education activities are technically sound and effective in reaching program targets;
• Identify and provide technical assistance and training to partners in the preparation, roll-out and implementation of BEACON activities; provide on-going technical oversight for all BEACON partner technical staff;
• Ensure proactive technical coordination and collaboration among implementing partners;
• Liaise with relevant key stakeholders, including the Ministry of Education (MoE) and all implementing partners, to share lessons learned and best practices from the project to increase awareness and generate support replication, sustainability, and expansion of project successes
• Work closely with the BEACON PMU Knowledge Management Team to ensure coherence between M&E approaches to successfully monitor program progress, provide on-going analysis and corrective action where necessary and create a culture of learning within the program;
• Assist the BEACON Gender Advisor to ensure that the specific needs of girls and boys, women and men in around BEACON program activities are met;
• Advise and assist the Project Director on matters related to partner compliance in technical programming, and assist the Project Director in the preparation of annual work plans and the production of reports and other deliverables to the donor and MoE.
• As required, represent the BEACON project as a senior member of the PMU in forums with national and local authorities and other relevant stakeholders;
• Act as the Project Director for short-periods as required, and carry out additional duties as requested.
• Work closely with the IRC’s New York-based CYPD Technical Unit Education Senior Technical Advisor to ensure coherence of technical quality and strategy of approaches

Requirements:

• Six to eight years of technical experience implementing or advising onbasic education projects in developing countries (preferably conflict affected or post conflict settings) required with preferred expertise in areas such as community-based education, student assessments, teacher training, curriculum and/or educational materials development, educational management, and educational monitoring and information systems.
• Masters in Education required; doctorate degree in education preferred
• Previous employment or extensive collaboration with Ministries of Education, educators networks, employers’ organizations and trade union representatives or comparable entities desired
• Demonstrated teaching and training design and delivery experience required
• Excellent collaboration skills with local, national, and civil society stakeholders
• Strong personnel leadership skills, particularly mentoring skills.
• Experience in working with a diverse team
• Strong writing and demonstrated critical thinking skills
• Monitoring and evaluation skills experience
• Fluency in English required and working knowledge of Dari or Pashto desired

WORK ENVIRONMENT: This position will be based in Kabul, Afghanistan. The candidate should be prepared to implement programming in remote and insecure environments. This is a non-accompanied position.
