Expert on Training of Resource Persons and Conscripts

Promotion of human rights culture in the society is possible through continuous lifelong policies adopted by the state. Recognition of this has also led various initiatives by different public entities to train mainly public officials, though in most cases this is ad-hoc basis.
The observations during this military duty have proved the very limited awareness of the conscripts, mostly between the age group of 20-22, on the human rights issues. The conscripts in most cases have the basic level of information on human rights, particularly the rights of the women and the children. The existing conjuncture highlights the importance of using the military duty period as an intense training on these very crucial issues.
In this conjuncture, the Project for Civic Training for Mehmetçik (Conscripts) aims at raising the awareness of the young male population of the country as conscious and responsible citizens who are respectful to the rights of one another and are sensitive about protection of their physical environment. Turkish Armed Forces (TAF) is one of the rare institutions of the country that has the ability to reach the young men from all segments of the society regardless of education, income level or geographical region. The conscripts when complete their military service will continue their civil life as fathers, husbands and brothers in the Turkish society and the TAF attaches great importance to equip these conscripts, besides the basic skills for the military profession, with other skills and qualifications needed in social life. TAF, with this unique position within the system, and UNDP, with its global experience, will work together to promote an enabling environment which is much more conducive for the enjoyment of human rights for all. As a conclusion, the project will train the young conscripts on human rights, with particular emphasis on the rights of women and children, legal empowerment, environment awareness and similar to prepare them for the life and to make them model individuals in their social environment.
The focus of the project is the preparation of the curriculum and training materials on the issues of “Fundamental Human Rights and Freedoms (as a General Concept) and Their Sources”, “Children’s Rights” and “Women’s Rights”, “General Health Care” “Protection of the Environment”, “Legal Empowerment” and other relevant topics training for management and technical staff for the issues mentioned.
Turkish Armed Forces is the institutional beneficiary of the Project. UNDP will provide technical assistance to the TAF for efficient and effective implementation of the Project through the Contribution Agreement, signed between CFCU (Central Finance and Contracts Unit) and UNDP and endorsed by Delegation of the European Union to Turkey (EUD).

The Project has 2 major components:

  • Component A – Institutional Capacity Development: This component is geared towards developing the institutional skills and capabilities, which will be needed to establish and maintain the learning systems in a sustainable manner.
  • Component B – Individual Capacity Enhancement: This component aims at enhancement of individual capacities of the conscripts through delivering training programmes

The Terms of Reference at hand is for the Key Expert, who will support UNDP, in terms of providing consultancy to the realization of activities under Component A3 and B1.

Duties and Responsibilities

Scope & Required Field of Specialization

Key Expert is a resident expert provided for 24 months of the project duration. The Key Expert 3 is responsible for Components A3 and B1 of the project. S/he will be responsible for the training of resource persons and conscripts. S/he will work in close cooperation with the representatives to be assigned by TAF. His/her functions within the Project are of advisory nature, and do not include managerial, supervisory and/or representative functions. S/he will report to UNDP Democratic Governance Programme Manager.
Timing, Duration and Place of Work

The Assignment is planned to be started on 1 May 2012 and completed by 1 May 2014. However, recruitment of CTA is contingent upon signature of the Contribution Agreement between UNDP and CFCU. Key Expert is expected to invest at a minimum 20; at a maximum 30 days per month. The number of days to be invested to carry out the assignment shall not exceed 720 days in 24 months.

Key Expert shall work in Turkey at the Project Office, which will be established in Ankara along with Technical Assistance Team.

Deliverables

  • Monthly Progress Reports at the end of each month and submit these to UNDP as deliverables. ‘Monthly Progress Reports’ shall indicate the progress achieved against overall project activities and number of days invested in that respective month. The Key Expert shall be paid monthly, on the basis of the number of days invested in each month upon acceptance and approval of the services provided by him/her in that respective month..The Key Expert shall also prepare a timesheet that shows the number of days invested for the specific month and submit this to UNDP with the Monthly Progress Report for acceptance and approval of UNDP.
  • Key Expert will also be responsible from delivery of outputs and project activities under Component A3 and B1 of the project

Required Skills and Experience

Education:
  • Advanced degree in education or political sciences or social sciences.
Language:
  • Full proficiency in English and Turkish and computer literacy are required
Experience:
  • Minimum ten (10) years of professional experience
  • Substantive experience in leadership, high professional standing, and excellent communication skills
  • Minimum seven (7) years of professional experience in adult learning and training of adults
  • Minimum five (5) years of experience on developing and delivering training of trainers programs
  • Experience on developing training programs on human rights, women’s rights and/or children’s rights would be an asset
DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS:
Interested individual consultants must submit the following documents/information to demonstrate their qualifications:
  • Proposal: (i) Explaining why they are the most suitable for the work. (ii) Brief note about the proposed approach and/or systematic to be followed for the achievement of the outputs of the Project.   • FINANCIAL PROPOSAL - Financial proposals shall be requested from candidates who will be successful in the interview, upon completion of technical evaluation. The financial proposals shall be submitted in UNDP’s standard format which will be communicated to successful candidates. The financial proposal shall specify the daily fee, travel expenses and per diems quoted in separate line items, and payments are made to the Individual Consultant based on the number of days worked.
PAYMENT INFORMATION:
  • The Key Expert on Distance Learning Systems shall be hired under Individual Contract and be paid in local currency (Turkish Lira) if he/she is a local Offeror based in Turkey; and in US$ if he/she is not a local Offeror. The payments in Turkish Lira shall be calculated through the official UN exchange rate, valid on the date of money transfer.shall be hired under Individual Contract and be paid in local currency (Turkish Lira) if he/she is a local Offeror based in Turkey; and in US$ if he/she is not a local Offeror.   • The Key Expert shall be hired under Individual Contract and be paid in US$ in case he/she is not a Turkish national residing in Turkey. Otherwise, he/she will be paid in TL equivalent of the US$ amount to be calculated through the official UN exchange rate, valid on the date of money transfer.
  • The Key Expert shall be paid monthly, on the basis of the number of days invested in each month upon acceptance and approval of the services provided by him/her in that respective month, as indicated in the ‘Monthly Progress Reports’, in line with the relevant rules and regulations of UNDP.
  • The amount paid to Key Expert shall be gross and inclusive of all associated costs such as social security, pension and income tax, etc.
  • In case of need for assignment-related travel by the Key Expert, as authorized by UNDP, economy class travel and 4 Star accommodation shall be borne by UNDP through official UN Travel Agent.
DAILY SUBSISTENCE ALLOWANCE:

The Key Expert shall also be entitled to receive reduced Daily Substance Allowance (DSA), which is announced officially by UNDP in each month. The reduced DSA rates will be calculated as follows:
  • 80% Reduced DSA - When lodging and meals are provided free.
  • 50 % Reduced DSA - When only lodging provided free
  • 6% Reduced DSA - Only breakfast is provided free
  • 12% Reduced DSA - Only lunch is provided free
  • 12% Reduced DSA - Only dinner is provided free
EVALUATION
The Key Expert will be hired through a competitive process in accordance with UNDP’s governing rules and regulations. The selection process will be composed of technical evaluation (CV evaluation and interview) and financial evaluation (financial proposals), both of which will be carried out in accordance with the Terms of Reference and UNDP procedures.
The candidates who will be shortlisted on the basis of CV evaluation shall be informed and called for an interview. The candidates shall be asked technical and functional questions about the assignment in the interview, in line with the TOR. The candidates, who will be successful in the interview, will be requested to submit ‘Financial Proposals’ upon completion of technical evaluation.
Only candidates obtaining a minimum of 70% of the maximum attainable score in the CV Shortlisting would be considered for Interview.
CUMULATIVE ANALYSIS - Sum of technical and financial scores:

Distribution of weight among technical and financial components:
  • Technical Criteria weight; 70 % (Interview Score shall be the basis for technical scoring)- (70 points)
  • Financial Criteria weight; 30 % (Financial proposal shall be the basis for financial scoring)- (30 points)
  • Only candidates obtaining a minimum of 70% of the maximum attainable score in the interview would be considered for the Financial Evaluation.
  • The financial proposal of all candidates, who have attained minimum 70% score in the interview shall be compared and scored on the basis of maximum attainable points, which is 30.
  • The candidate, whose offer has been evaluated and determined as: responsive/compliant/acceptable, and having received the highest cumulative score (Technical Score + Financial Score) shall be considered for contract award.
CRITERIA:
  • Criteria A - Proposed approach and/or systematic to be followed - 10 points
  • Criteria B - Being a university graduate - 10 points
  • Criteria C - Having in depth knowledge on recent progress in the field of DLS technologies - 15 points
  • Criteria D - Having Minimum of ten (10) years professional experience - 20 points
  • Criteria E - Having minimum seven (7) years of professional experience in adult learning and training of adults - 20 points
  • Criteria F - Having minimum five (5) years of experience on developing and delivering training of trainers programs -15 points
  • Criteria G - Proficiency in English and Turkish - 10 points
ASSETS:

  • Experience In developing training programs on human rights, women’s rights and/or children’s rights - +5 points
  • Advanced degree in the field of education or political/social sciences - +5 points
