JOB SUMMARY:

As a member of the ORBIS Flying Eye Hospital (FEH) team, the Program Manager faciliates the efficient and smooth implementation of FEH programs. Directed by the Associate Director, FEH Programs and in collaboration the other members of the Flying Eye Hospital team she/he facilitates maximum impact of the FEH programs as a resource in support of longer term strategies to reduce blindness and build capacity of local institutions. This position requires up to 45 weeks of worldwide travel per year, mostly to developing countries.

REPORTING & WORKING RELATIONSHIPS:

The Program Manager reports to the Associate Director, FEH Programs in New York and FEH Director on the plane. She/he works closely with the medical team on the Flying Eye Hospital, and liaises with ORBIS program colleagues globally as well as representatives of the local program hosts.

ESSENTIAL JOB FUNCTIONS:

· Work closely with the Associate Director, FEH Programs and the FEH Director to develop and implement FEH programs by ensuring that each FEH program is planned carefully and has clear goals, objectives, and the means to measure outcomes and results. Post program implementation, compile and review monitoring and evaluation data for reporting purposes, and provide feedback to the FEH team on significant findings and recommended program changes.

· Monitor FEH program implementation and ensure they are aligned with FEH program plans, country programs and clinical services long range strategic plans.

· Incorporate participants’ feedback into program recommendations for existing and future FEH programs, include needs for further training outlined in final reports and follow-up with respective departments to ensure that these recommendations are implemented.

· Assist the FEH leadership in building and coordinating the team that is needed to deliver the program through cultural briefings, and program reviews.

· Engage the FEH team members in each FEH program and clarify the program plan, strategy and their supporting roles in during and after the the respective program.

· Ensure that necessary training and program materials, timetables, and physical plans needed for the program are prepared and distrubuted to the hosts and FEH team prior to the start of the program.

· Take the lead on FEH Planning visits and related logistics, preparation and coordination.

· Participate in the program planning and the final reports activities and facilitate their review by the appropriate parties in a timely manner and ensure the final reports are posted on the ORBIS Intranet.

· Participate with the orientation of new staff and initiate or update the longer term training of personnel involved in ORBIS supported projects and programs.

· Actively engage in fund raising events and public relations tours on and off the FEH and represent ORBIS at social functions.

· Assist in the daily cleaning, set-up and packing of the aircraft

· Perform other related duties as required.

QUALIFICATIONS & EXPERIENCE:

· Bachelor's or equivalent degree; Masters Degree in International Development/Public Health or related degree preferred

· Minimum 5 years general project management experience, preferably in an international NGO

· Proven experience in design and delivery of international development programs, including monitoring & evaluation experience.

· Previous experience with international program management planning and technical guidance (in developing countries) highly desirable.

SKILLS & ABILITIES:

· Oral and written fluency in English – working knowledge of a second language is a plus.

· Excellent interpersonal, communication, and diplomacy skills; the ability to interact effectively in person and in writing with people of diverse cultural backgrounds.

· Strong report writing skills.

· Solid organizational and administrative skills.

· Team-oriented work style, with a pro-active, open-minded, and flexible approach. And the ability to take initiative with little direction.

· Exceptional tolerance to stress: ability to function effectively in a demanding, fast-paced, and constantly changing work environment.

· Proven multi-cultural awareness and sensitivity.

· High degree of computer literacy (Windows XP, Word, Outlook, PowerPoint, Excel and the Internet).

· Ability to travel to developing countries up to 80% of the time. This includes having no significant disqualifying factors that would preclude approval of entry visas in the countries on the FEH travel schedule.
