Organizational Setting |
The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 170 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries. The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; and three Technical Divisions, (i) Division of Concepts and Planning, (ii) Division of Information Management, and (iii) Division of Technical and Scientific Services, as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Systems. The Division of Information Management (SGIM) comprises four sections and provides the Department of Safeguards with services of data processing, secure information distribution, information analysis and knowledge generation necessary to draw independent, impartial and credible safeguards conclusions. The State Infrastructure Analysis Section (ISI) is responsible for the analysis and exploitation of commercial satellite imagery and the provision of in-depth technical appraisals of nuclear sites and facilities. Analysts in ISI collect, process, and exploit information in support of both inspection-related activities and the Department-wide State evaluation process. The Section's product line includes site-focused satellite imagery analysis reports, imagery-derived maps and geospatial information, and technical assessments. |
Main purpose |
The Geospatial Analyst will be responsible as a support team lead for managing the data processing workflow for raster and vector data within the Section. This work is critical for operational effectiveness. Secondly she/he will contribute to the implementation and maintenance of data, services and applications to support the Department's Geospatial Exploitation System (GES). The GES currently distributes imagery and geospatial products to users across the Department. |
Role |
The Geospatial Analyst is: 1) an analyst - conducting analysis based on Geographic Information System (GIS) technology. This involves pre-processing imagery, digitizing vector features, generating site plans, and producing geospatial products for nuclear sites worldwide; 2) the support team lead - managing the GIS workflow, spatial data and products and performing quality control on site plans generated by support team staff; 3) an expert - on GIS standards, product generation, geodatabase management. This also involves presenting methods and analytical techniques at conferences, workshops and training courses; and 4) a coordinator - working closely with the Section Head and imagery analysts in the Section on spatial data and products, and with Department staff on requirements for spatial data. |

Remuneration |
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 091 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $32 365*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
