Description PRIMARY RESPONSIBILITIES
The grants manager of the Zambia Improving HIV Testing and Counseling (HTC) project will be responsible for the implementation and monitoring of the district sub-grants and costed workplans, as well as all aspects of procurement following donor and IntraHealth regulations. S/he will work closely with the Senior Program Manager and her team to ensure that the scope of work for each sub-grant is in line with the project’s objectives and targets. S/he will develop standard templates and reporting formats used in the grants management process and manage the district’s reporting process. An important component of this position is capacity building in grants management with local district partners. S/he will report to the Senior Finance and Administration Manager.

ESSENTIAL FUNCTIONS

•Conduct pre-award assessments of the project districts to gauge their ability to manage sub grants and to identify where IntraHealth can provide support and build capacity to manage funds.
•Develop a district grants management manual outlining the policies and regulations that the grant recipient must follow.
•Adapt existing IntraHealth grants management templates and reporting formats for the Zambian context.
•Work with the Senior Program Manager to develop grant budgets that correspond with technical scopes of work.
•Draft district grant contracts and ensure that the district personnel understand and agree to all clauses of the contract.
•Establish effective systems for managing and monitoring the grants and ensure up to date and accurate financial records are kept of each district grant.
•Establish a capacity building plan based on the outcome of the pre-award assessment.
•Travel to the districts to hold routine monitoring meetings with the relevant district personnel.
•Prepare monthly financial reports for IntraHealth headquarters in Chapel Hill.

Requirements EDUCATION/EXPERIENCE REQUIREMENTS

•Bachelor degree in finance or administration with a minimum of 5 years of experience working in financial management and grants management.
•Familiarity with USG Contract Management procedures.
•Demonstrated ability to set up and maintain accounting and financial management systems.
•Demonstrated ability to develop and review budgets.
•Demonstrated excellent personal integrity and confidentiality.
•Excellent command of English, oral and written.
•Excellent computer skills: Windows XP, Microsoft Office (Word, Excel, PowerPoint, Internet and E-mail use).
