Description PRIMARY RESPONSIBILITIES
The HIV Testing and Counseling (HTC) and Positive Health Dignity and Prevention (PwP) Manager is responsible for developing and implementing comprehensive HTC and PwP program activities for a five-year project focused on expanding and improving access and uptake of HTC and referral and follow-up services for individuals, couples, and families in selected urban and rural populations in Zambia. The HTC/PwP Manager will work closely with district authorities and district-based coordinators to plan and implement project activities including training, quality assurance and monitoring and evaluation. This position will report to the Senior Program Manager.

ESSENTIAL FUNCTIONS
•Proactively develop, implement and monitor a comprehensive HTC and PWP program working in close collaboration with district authorities.
•Participate in recruiting district-based project staff and volunteers.
•Directly supervise district coordinators to ensure the quality of their work and integration within districts; this will require frequent travel to districts.
•Train facility and community providers in HTC & PwP in using national curricula.
•Participate in data collection and analysis activities and preparation of project reports and presentations.
•Negotiate with districts, health facilities and other projects and donor activities in districts to ensure linkages to HIV follow-up services for HTC clients.
•Maintain communication with provincial and district health authorities on all project activities.
•Perform other duties as assigned.
Requirements EDUCATION/EXPERIENCE REQUIREMENTS
•University degree in nursing, social work or related field.
•Five or more years of experience in HIV/AIDS programs; experience working in the NGO sector desired.
•Demonstrated skills in program development and monitoring and in delivering training programs
•Ability to establish positive working relationships with MOH, PHOs and DHOs
•Excellent spoken and written English: ability to contribute to English language reports and other project documents.
•Familiarity with the operations of international and non-governmental organizations as well as international donor organizations, especially those that are USG-funded in Zambia a plus.
•Computer proficiency, MS word, Excel, PowerPoint.
•Proven ability to analyze and creatively resolve project-related issues.
•Ability to travel within Zambia.
