Irish Aid Vacancies in Tanzania April 2012

Our client, Irish Aid is looking to recruit qualified, experienced and motivated individuals in Tanzania for the following positions below:

Financial Systems and Audit Advisor (Ref 1891)
The Financial Systems and Audit Advisor is responsible for the assessment and monitoring of programme partners and the management of the external audit of the Irish Aid programme and a selected number of its external partners. His/her duties will include:
· Assisting in the identification of components of the Public Financial Management reforms that could be supported by Irish Aid
· Contributing to the development of annual expenditure plans at the Embassy and monitor compliance with these plans
· Assisting in the identification and procurement of audit and financial management related consultancy services in support of programme objectives and activities
· Providing input, in terms of accounting and financial management, into the finalization of Embassy guidelines about the structure and content of six-monthly reports required of programme partners

Qualifications & Requirements:
· Internationally recognized accountancy qualification (CPA, ACCA etc.)
· Excellent financial management skills and a minimum of five years post qualification experience, which includes strong audit experience. Also programme management experience working with government, non-Government or donor agencies.
· Hands on computer skills including familiarity with the SUN Financial Management or of a similar business accounting package.
· Capacity to assist the management team in the preparation of an annual budget to support an agreed annual plan of work and provide the required accounting and financial reporting support and controls to implement the plan
· Excellent oral and written English

Agriculture Advisor (Ref 1890)
The overall responsibility of the Agriculture Advisor will be to assist the Embassy of Ireland’s senior management by leading the development, management and monitoring of a range of value chain initiatives, which will be implemented by partners. His/her duties will include:
· Proactively managing effective value-chain partnerships
· Monitoring Irish Aid partnerships/programmes under the agricultural programme’s rural livelihoods objective
· Identifying new partners and areas for possible extension of existing partners by reviewing strategic plans, proposals and/or concept notes, providing technical assessment and recommendations on partnership engagement.
· Providing analytical summaries of the Irish Aid -supported non-state actors’ activity and progress. This would include evaluations, reviews, research and meeting reports.

Qualifications & Requirements:
· A relevant post graduate qualification in agricultural sciences, agribusiness or relevant discipline
· A minimum four years relevant work experience in the area of agriculture and/or value chain development. Practical experience of planning, managing and monitoring agricultural project/programmes in Tanzania would be an advantage
· Capacity and experience in the analysis, management and synthesis of varied quantitative and qualitative data
· Excellent oral and written English and fluent in Swahili

Nutrition Advisor II (Ref 1905)
The Nutrition Advisor will be expected to provide international technical support, in the area of hunger, food security and nutrition, to the Embassy of Ireland’s senior management in Tanzania. The Advisor will also support Ireland’s commitment to the Scaling Up Nutrition (SUN) initiative in Tanzania. His/her duties will include:
· Working with the Irish Aid Programme to advance the finalization, implementation and oversight of the nutrition component of the Tanzania Country Strategy Plan
· Preparing technical and programme briefings and regular quarterly and annual reports for management on programme and sector developments

Qualifications & Requirements:
· A post-graduate qualification in Nutrition or related disciplines relevant to the requirements of this post
· A minimum of four years experience working in the field of nutrition in Tanzania or any developing countries, preferably in Africa. Experience with an international organization responding to food insecurity and under-nutrition will be added advantage

Health Advisor (Ref 1888)
The Health Advisor will assist and provide technical support to the Embassy of Ireland’s senior management in the design, planning, implementation and monitoring and evaluation of a range of health programmes. His/her duties will include:
· Formulating and recommending appropriate technical and policy approaches to achieve Irish Aid’s objectives through engagement in the health sector
· Managing partnerships in the health sector in a proactive and effective manner and building strong working relationships with such partners
· Engaging in health sector working groups and dialogue mechanisms, representing Irish Aid’s agreed positions and supporting coordination and harmonization with bilateral and multi-lateral development partners in the health sector.
· Preparing technical and programme briefings, and regular quarterly and annual reports for management on programme and sector developments - including research, partners proposals, meetings, reviews, assessments, audits and evaluations.

Qualifications & Requirements:
· A relevant post graduate qualification in a health or a related discipline (e.g. Masters in Public Health)
· Good knowledge and understanding of the Tanzanian national and local public health systems and national health sector strategy
· A minimum four years relevant experience
· Capacity and experience in the analysis, management and synthesis of varied quantitative and qualitative data
· Excellent oral and written English

Nutrition Advisor I (Ref 1889)

The Nutrition Advisor will be expected to provide international technical support, in the area of hunger, food security and nutrition, to the Embassy of Ireland’s senior management in Tanzania and to Irish Aid Headquarters in Ireland. The Advisor will also support Ireland’s commitment to the Scaling Up Nutrition (SUN) initiative in Tanzania. His/her duties will include:

Irish Aid, Tanzania
· Working with the Irish Aid Programme to advance the finalization, implementation and oversight of the nutrition component of the Tanzania Country Strategy Plan
· Preparing technical and programme briefings and regular quarterly and annual reports for management on programme and sector developments
Irish Aid, HQ
· Providing technical support and advice to Irish Aid Headquarters in Ireland, in relation to the Irish Aid Programme Countries and the implementation of the recommendations of the Hunger Task Force with a special focus on planning effective responses to the Scaling Up Nutrition framework and the 1,000 Days Initiative

Qualifications & Requirements:
· A post-graduate qualification in Nutrition or related disciplines relevant to the requirements of this post.
· A minimum of four years experience working in the field of nutrition in developing countries, preferably in Africa. It is desirable that at least 3 of these years will have been spent working in a senior level with a locally based or international organization responding to food insecurity and under-nutrition
· Excellent oral and written English
