Operations Support Coordinator Grade 4

Purpose of position:
The Operations Support Coordinator will work with Syrian Arab Red Crescent (SARC) management, the SARC/IFRC team and other relevant units of SARC to ensure that the support as outlined in IFRC appeal document will reach populations affected by unrest in a timely manner and capacity support to SARC is implemented according to the time frame of the appeal and in accordance with IFRC procedures.

The Operations Support Coordinator will provide SARC with support in formulating its strategic thinking for the medium (6-18 months) term, to ensure operational plans duly consider the potential future scenarios and operational teams have a basis on which to carefully manage the necessary scale up/down.

Close cooperation with the IFRC MENA zone DM coordinator will be maintained throughout the mission. The Operations Support Coordinator will also work closely with other components of the Movement, particularly Danish RC and ICRC to facilitate a coordinated support to SARC.
Description of Duties:
Provide oversight and support to SARC's implementation of the appeal objectives, ensuring due consideration of particular donor requests and earmarking of support;

To ensure swift procurement of relief items in the mobilisation table through clearly identifying operational needs with SARC's logistics and procurement team, and in coordination with IFRC RLU;

To provide oversight and support to SARC in the development of community health points

Jointly with SARC, to develop short-term strategies to ensure priority areas are reached with the IFRC support

To support SARC, in developing a common understanding of the potential future scenarios that may occur in Syria in the medium term (6-18 months). This will include consideration of the general situation, of Movement partners, and of external actors including humanitarian actors who look to SARC for implementation capacity (e.g UN).

To support SARC in considering appropriate strategic options, and to assist the process of thinking through the required SARC capacity (and IFRC technical support, if necessary) to provide effective humanitarian services under such scenarios, in compliance with SARCs' mandate.

Maintain and facilitate a close cooperation with other Movement partners to ensure an integrated approach of support, particularly with Danish RC.

Ensure a good and timely flow of operational information to be used for relevant actors and partners;

Other tasks may be identified during the time frame of the mission.
Duties applicable to all staff:

  • Perform any other work related duties and responsibilities that may be assigned by the line manager.
Required Qualifications
Education:
University degree, with emphasis on humanitarian or development issues
Experience:
At least 2 years senior management experience in a similarly wide-ranging role;
At least 4 years field experience in complex humanitarian work, preferably in the region and with the RC/RC;
Proven skills and experience in programme development, implementation, monitoring and evaluation;
Demonstrated success in planning, project management and reporting;
Experience in Operation coordination
Skills:
Good analytical skills and solution focused person

Demonstrable accountability, preferred

Ability to work well in a multicultural team

Excellent stress management skills

Self-supporting in computers (Windows, spreadsheets, word-processing, email, etc.)
Languages:
Fluency in English required. Fluency in Arabic preferred.
