Program Manager for Monitoring and Evaluation Services

The Program Manager will be responsible primarily for managing SI’s long-term monitoring and evaluation (M&E) contract (IDIQ) with the Department of State (DOS). As needed, the Program Manager will manage other United States Agency for International Development (USAID) projects that focus on mixed methods evaluations.

Responsibilities will include:

  • Manage day to day activities of task order projects. Activities include: identify, recruit and build task order project teams; support teams technically and administratively; assure high quality deliverables to the client.
  • Establish, monitor and update work plans and budgets for selected task order projects and support contract reporting requirements.
  • Participate in technical tasks and in the development and delivery of client products, including analyses, reports and related work products.

Evaluation Technical Assistance. The Program Manager will also have the opportunity to provide technical consulting services in support of SI’s various M&E work. This could include contributing to the design of both qualitative and quantitative evaluations, designing performance monitoring systems, conducting key informant interviews, designing and analyzing small surveys, recording and analyzing quantitative data sets, contributing to desk reviews, providing stand-up M&E training; and conducting evaluation tasks in the field. Consulting tasks will be graduated to match the increasing level of proficiency and skill demonstrated by the Program Manager.

Business Development. The Program Manager will be required to contribute to proposal development through technical writing, recruiting technical personnel and participating in proposal development meetings.


Qualifications


  • Minimum MA degree in international development or other related social sciences (required).
  • Academic training and minimum 5 years’ experience in program monitoring and evaluation, including both qualitative and quantitative methods (required).
  • Training and practical experience using STATA and SPSS strongly preferred.
  • Demonstrated experience working with the Department of State (required).
  • Demonstrated experience with other government and/or development agencies producing useful and accurate evaluations.
  • Demonstrated experience managing large government contracts with positive results.
  • Proficiency in a foreign language such as Spanish or French a plus.
  • Technical expertise in one or more sectors a strong plus.
  • Strong leadership, entrepreneurial, management, and writing skills a must.
  • Ability to work effectively in a fast-paced, small business environment.
  • Willing to travel on assignment at least 25% of time.
