Senior Associate and Head of Office

The Senior Associate and Head of Office, based in Kathmandu, Nepal, will manage all aspects of ICTJ’s Nepal program and provide the leadership that ensures the successful achievement of our organizational goals in Nepal. The ideal candidate will have significant transitional justice expertise as well as demonstrated program management, team building and communication skills. The position will require insight, sensitivity and experience in working in a politically and socially complex context.

RESPONSIBILITIES:

  1. Lead the formulation and implementation of a comprehensive transitional justice program for Nepal, in accordance with ICTJ’s strategic plan; develop annual operational work plans and budgets, and conduct regular monitoring exercises to ensure their effectiveness.
  2. Ensure the development of a creative work environment that draws on the diverse skills of staff and integrates the national and international dimensions of our organizational expertise.
  3. Oversee all financial and administrative operations of the Nepal office, in coordination with ICTJ's Finance Department in NY; oversee budget and regular financial reporting in accordance with organizational policy.
  4. Supervise all Nepal office staff and consultants, and manage all local personnel matters, in coordination with ICTJ’s Human Resources Department in NY.
  5. Ensure legal compliance on all matters pertaining to the operations of the Nepal office, including when applicable: insurance, personnel, taxation, registration, etc.,
  6. Report regularly to the Program Office Director on the development of the Nepal program; submit periodic written reports in accordance with institutional policies.
  7. Coordinate and supervise the substantive work of staff and consultants to ensure high quality outputs.
  8. Review and edit all written products of the office before submission for final review and approval at Headquarters.
  9. Liaise and coordinate with ICTJ thematic and communications units to ensure specialized support by international staff to the Nepal program.
  10. Provide policy advice and technical assistance on transitional justice, based on comparative knowledge and analysis, to diverse stakeholders and partners in Nepal.
  11. Monitor transitional justice related developments and provide periodic political analysis to identify opportunities and emerging challenges.
  12. Develop and sustain relationships with national policy makers and other state authorities, local civil society organizations, the media and the international community towards strengthening local transitional justice processes.
  13. In coordination with ICTJ’s Development Department in NY, conduct fund-raising and maintain relationships with donors in Nepal; draft funding proposals and reports to donors.
  14. Participate in ICTJ coordination meetings, as required.
  15. At the request of ICTJ, represent the organization in conferences and other events around the world.
  16. Other duties as assigned.


Qualifications


Education: Master’s degree in law, political science, international affairs or another relevant field; or equivalent experience.

Experience: Minimum of 7 years of relevant work experience, with strong preference given to experience working in an international organization. Experience in South Asia would be a plus, but not required.

Related Skills or Knowledge: Demonstrated success in program management, budget oversight and team building in an international context is required. Practical experience with and extensive knowledge of transitional justice processes required; specific knowledge of truth-seeking and/or reparations initiatives desirable, but not required. Ability to work with diverse stakeholders, including national policymakers and state authorities; civil society organizations, victims groups, media, donors and other members of the international community; must be comfortable working with national and international partners at the highest levels. Strong writing and other communication skills; fluent spoken and written English is required. High level of professionalism and attention to detail. Ability to meet tight deadlines and to work collaboratively with close and distant team members is required. Enjoys and is able to work in an intensive and fast-paced environment. Strong interpersonal skills, with an understanding of and enthusiasm for working with a diverse team in a complex political context. Proficiency in MS Office Applications. Ability to travel within Nepal and internationally.

OTHER: This position is for an initial 20-month period; individual must commit to being based in Nepal for the entire period, ideally with the flexibility to extend by mutual agreement. This is a CONSULTANT position. A competitive stipend is included. Ideal start date for this position is May 2012.
