Objectives

The primary role of the Programming and Budget Department (COBS) is to assist the development of the Work Programme and associated financial framework, resource allocation, budget management and execution, and coordinating corporate performance monitoring.

Duties and responsibilities

Under the general supervision of the Director of COBS and the coordination of the Chief Performance Monitoring Officer, the Senior Budget Officer, Performance Monitoring, will assist in implementing the performance monitoring and reporting activities of the Department. His/her duties include:

  • Assisting in developing and implementing the Performance Monitoring and Reporting activities both for internal and external circulation ;
  • Performing the preparation of the periodic Administrative and Capital Budgets and Performance Reports of the Bank;
  • Assisting the Bank’s Complexes in developing their internal performance monitoring and associated KPIs;
  • Assisting in providing analysis on Performance Monitoring Data for periodic assessment of resource utilization status and propose re-prioritization scenarios to ensure that resources are properly assigned based on Performance Information;
  • Assisting in providing managerial and staff training, including provision of training material as needed on Performance Monitoring matters. Provide support for the establishment of budget monitoring and analytical reporting to operational VP’s front offices and to Field Offices;
  • Preparing institutional performance reports and propose corrective measures for variances and discrepancies;
  • Proposing and/or conducts independent research and analyses on Performance and budget issues, identify problems, propose solutions and make recommendations to Management;
  • Ensuring the enhancement of the Business Intelligence tool (KPI Dashboard) and the fine-tuning and imporovement of simplified Performance Monitoring tools; and
  • Giving assistance in the Change Management activities related to implementing a culture of efficiency and effectiveness in a Development Institution.

Selection Criteria

  • Minimum of a Master’s degree (or equivalent) in IT, finance, accounting or related fields.
  • Preferably a minimum of five (5) years of relevant experience; exposure to international, multicultural contexts would be an asset.
  • Capacity for conceptual and strategic analysis and good command of budgetary, operational management and performance monitoring matters.
  • Capacity to diagnose and solve multiple, concurrent problems as well as conduct independent research and analyses.
  • Ability to manage multiple and simultaneous and shifting demands, priorities under tight deadlines.
  • High level skills in communication as well as ability to build partnerships with a broad range of clients and deliver results that meet the needs and long-term interests of clients within and outside the Vice Presidency.
  • Competence in the use of ERP Systems (preferably SAP), BI tools (preferably BIW and Dashboards) and standard MS office applications (Word, Excel, Access and PowerPoint), and good knowledge of operational and project management systems.
  • Excellent written and verbal communications skills in English and/or French, with a good working knowledge of the other language.
