Objectives

The primary role of the Programming and Budget Department (COBS) is to coordinate the planning, implementation and monitoring of Bank-wide programming and budgeting processes.

Duties and responsibilities

Under the general supervision of the Director, the Senior Budget Officer (Programming) assists in coordinating and implementing the programming and budgeting activities of the Department. His/her duties includes:

  • Assisting in developing the Budget Directions, Framework Papers and Proposals to the Boards;
  • Ensuring the update of Administrative and Capital Budgets Preparation Guidelines.
  • Performing the preparation of the Administrative and Capital Budgets of the Bank.
  • Assisting in aligning Complexes’ Work Programme and Budget with the Bank’s strategy and budget guidelines;
  • Conducting independent research & analyses and benchmarking on programming and budgeting processes and making recommendations for improvement of Bank’s processes;
  • Conducting benchmarking with other MDBs and making recommendations for enhancement of the Work Programme and Budget Document (PBD);
  • Contributing to the preparation of the Bank’s Programme and Budget Document (PBD) for submission to the Board of Directors.
  • Ensuring that strategy and policy documents presented to the Board of Directors reflect clearly and comprehensively their budgetary implications, and developing methodology for clearing such documents.
  • Ensuring timely submission of the PBD to the Board of Governors.

Selection Criteria

  • A minimum of a Master’s degree or its equivalent in finance, Business Administration or Operational Research with preferably a membership of an internationally recognized professional planning and budgeting body or any other relevant discipline;
  • Preferably a minimum of five (5) years professional experience in planning and budgeting, in which 3 years should have been gained within international institutions or well-known corporate entities;
  • Very good knowledge of and experience in operational programming and budget policy implementation;
  • Capacity to initiate and manage innovations and changes;
  • Competence in the use of ERP Systems (preferably SAP) and MS Office applications (VB, Access, Excel and PowerPoint); with good knowledge of BW reporting; and
  • Excellent written and verbal communications in English and/or French with a working knowledge of the other.
