Senior Grants Officer (SGO) Pact

Pact seeks a Senior Grants Officer (SGO) for an anticipated five-year, USAID-funded project to promote local governance in Nepal’s Eastern Terai, contingent upon award. This includes oversight, improvement, and establishment of systems and procedures for procurement, grants and subcontracts management. The SGO will also be responsible for managing, training, and mentoring grants staff. S/he will ensure that sub-grant functions are managed in an efficient and comprehensive manner and accounts are managed in compliance with USAID and Pact regulations.

Specific Duties and Responsibilities:
• Design, develop and adapt policies, guidelines and criteria for the management of the grants in accordance with Pact standards and donor regulations
• Support the full cycle of grants management activities beginning from pre-award assessments, monitoring/compliance visits and close-out procedures
• Ensure financial monitoring systems generate timely and relevant reports, including analysis and tracking of grant commitments, obligations, awards and liquidations
• Equip staff to provide technical assistance to local NGO's in the area of financial management and grant compliance
• Review and approve all formal financial donor reports
• Provide mentoring and training to sub-grantees and other CSO partners
• Supervise Grant Officers and coordinate the activities of grant team
• Oversee all sub-grant functions, including a substantial Grants Under Contract (GUC) component and coordinate preparation of grant agreements, monitoring of grant periods and close out of the sub-grant awards
• Oversee the implementation of pre-award assessments to potential grantees and/or partners.
• Carry out financial reviews and project audits of grantees to ensure donor compliance. Takes regulatory action, as required.
• Review and approve liquidation reports from sub-grantees
• Ensure budgetary controls of grantees and provides technical assistance to recipients, as required by the program.
• Ensure proper interpretation and application of donor procedures and regulations

Qualifications:
• Knowledge of USAID rules and regulations, familiarity with other donors a plus
• Demonstrated capacity to create and/or maintain systems and procedures for managing complex programs with many implementation sites, partners and beneficiaries
• Skilled in accounting and financial management software
• Good analytical skills
• Ability and willingness to work in a challenging and dynamic environment
• Ability and willingness to travel domestically on short notice
• Strong communication skills and cultural sensitivity
• Written and spoken English fluency
• Position open to Nepali nationals only

Education and Experience Requirements:
• BA/BS (or equivalent) in Finance, Economics or related field required, MA preferred
• Minimum of 7 years of relevant experience required;
• Experience in financial management of US Government contracts and/or grants strongly preferred
