Access to Finance - Risk Management Advisory

The objective of the Risk Management Advisory program (RM Advisory) is to strengthen institutions’ risk management capacity and frameworks, portfolio monitoring, NPL management and workouts capacity; and to support the development of emerging distressed assets markets.

RM Advisory is designed around a global knowledge management agenda and senior expertise supporting the regional implementation efforts, with the regional advisory teams focusing on both sector work and FI-specific work. For strengthening risk management capacity and practices, the program takes a comprehensive approach by focusing on all aspects of sound risk management including risk governance, market risk, liquidity risk, credit risk, operational risk, asset-liability management and capital adequacy.

Duties and Accountabilities:
IFC A2F is seeking to recruit a highly-motivated Senior Risk Management Specialists, with experience in risk management and small and medium business finance. He/ She will be part of a global team responsible for asserting IFC’s position as a knowledge leader in Risk Management, promoting and supporting A2F’s regional RM AS programs and contributing to the design and implementation of knowledge management tools and standards, as well as actively participating in the dissemination of best practices in RM globally. The position will be based in Cairo and will support the regional A2F RM teams through client work as well as support the global program through contribution to its knowledge management agenda. The Senior RM Specialist will work under the supervision of the A2F Head of Products.

Specific tasks/responsibilities include:

• Help in defining and recommending global strategies for Risk Management Advisory Services with focus on development impact and financial sustainability.

• Support A2F regional teams in identifying current and potential clients and assessment of their needs in financial risk management. This would include participation in assigned client assessments and diagnostics and providing input and expertise for advisory services projects.

• Conduct detailed appraisals/ diagnostics of bank’s RM operations, develop reports which include recommendations for internal and client use, support the implementation of projects to ensure overall quality control in line with corporate monitoring and evaluation requirements.

• Develop SWOT analysis, including reviewing all aspects of a bank’s RM systems and processes, organization, operations and risks, etc, and design detailed advisory services projects and action plans and implement these advisory services assignments.

• Contribute actively to A2F global RM knowledge management agenda. This includes: defining methodology and guiding principles, participating in developing RM products/ tools and training modules, risk management systems and processes, assisting with the dissemination of information.

• Contributing to the design and development of internal and external thematic events and knowledge sharing networks to share sector lessons and experience.

• Contributing to setting quality standards for IFC’s advisory engagements in Risk Management.

• Interfacing with other units in the IFC/World Bank Group as well as external parties including clients and partners and private sector risk solution providers. Forging collaborative solutions with others.

Selection Criteria:
• MBA or equivalent and senior operational experience (at least 10 years) in both developed and emerging markets, in applied financial risk management (including credit, market and liquidity), asset-liability management, derivatives and familiarity with operational risk.

• Detailed knowledge of and experience with capital markets and financial products.

• Experience in due diligence exercises for investments in emerging markets banks.

• Facility and experience with manipulating databases, analyzing data, preparing graphs and presentations, papers.

• Strong client relationship management skills and ability to establish strong credibility among senior clients.

• Knowledge/experience of IFC business, procedures and processes for both investments and advisory services.

• Ability to work effectively in teams, communicate ideas clearly and confidently, articulate issues and recommend solutions.

• Ability to work under time pressure, respond to ad-hoc shifts in priorities, unstructured situations, changes in direction and unexpected events while maintaining order and delivery.

• A keen interest in development finance and in working in a multicultural environment.

• Excellent knowledge and experience with Power Point, Word and Excel and programming skills.

• Excellent oral and written communication in English is essential. Additionally, fluency in languages such as French/ Spanish/Russian would be helpful.

• Willingness and ability to travel extensively.
