Chief of Party—Serbia
The Institute for Sustainable Communities (ISC) is looking for Chief of Party
candidates to lead the implementation of our new Civil Society Forward
program focused on strengthening civil society in Serbia. This program
is funded by USAID and builds on ISC’s Civil Society Advocacy
Initiative.
ISC seeks
candidates with a proven track record of designing, implementing, and
directing international civil society programs with innovative solutions
to development challenges. The COP will be responsible for technical
leadership and administrative oversight, and serve as principal liaison
to USAID. The COP will be responsible for the day-to-day management of
the Project and will ensure that it is progressing appropriately and
meeting its targets. We are especially interested in candidates who have
achieved positive program impacts and have demonstrated creative and
adaptive program management in challenging environments.
Organization Description
ISC is an
innovative, international development organization that has
successfully worked for over 21 years to give citizens and the
organizations that support them the tools, skills, and resources they
need to improve lives and build a more peaceful, stable world. Our
program areas include strengthening democratic institutions and
citizenship in transition countries; helping communities in the U.S. and
Asia become more resource efficient and transition to low-carbon
economy; and supporting sustainable community development – particularly
in areas recovering from natural disasters or that are vulnerable to
climate disruption. Founded by Madeleine M. Kunin in 1991, ISC is based
in Vermont and has an office in Washington, DC, and international
offices in China and Serbia.
Qualifications
- Required minimum of 10 years’ professional experience in leading and managing international development programs or projects in Serbia or the Western Balkans, including managing civil society, advocacy, grant and training programs.
- Required Master’s level degree in management, international development or a related field of study.
- Prior experience as COP or equivalent senior position.
- Proven exceptional leadership in the design, management, implementation, monitoring, and evaluation of international donor supported programs, particularly USAID.
- Strategic planning, management, supervision, and budgeting experience.
- Experience in managing complex activities involving coordination with multiple program partner institutions, particularly USAID.
- Excellent communication skills and proven ability to work with diverse partners.
- Technical expertise in: advocacy and coalition-building, grant management, CSO capacity building, philanthropy, training, and public outreach.
- Experience mentoring local staff and organizations, and transferring skills and knowledge.
- Experience with gender equity and women’s empowerment programming/mainstreaming a plus.
- Experience in implementing and strong understanding of managing USAID-funded projects, including familiarity with USAID Forward and other relevant USAID policies and approaches.
- Fluency in reading, writing, and speaking English.
- Proficient skills in Serbian language preferred.
- Significant past experience in Serbia preferred.
