Deputy Director I, Programs / Deputy Chief of Party (DCOP)

FHI 360’s Civil Society and Peacebuilding Department (CSPD) supports citizens to mobilize effectively to influence policy, improve lives, and build peace. CSPD works with civil society and governments to increase credibility, visibility and effectiveness by building capacity to:

  • Advocate for social justice, economic reforms, fiscal transparency, gender equity and the prevention of human rights abuses such as human trafficking and violence against women;
  • Promote peaceful solutions to conflict, support peace negotiations, produce radio and television programs to promote social dialogue and tolerance;
  • Solve community problems, engage youth in civic affairs and provide needed services to citizens;
  • Develop diversified revenue streams and cooperate with business and media sectors; and
  • Increase national and local governments' responsiveness to citizens.

Position Description:
CSPD is currently seeking a Deputy Director I, Programs / Deputy Chief of Party (DCOP) for the anticipated USAID-funded New Program for Non-Majority Communities in Kosovo that will seek to further the integration and participation of non-majority communities (NMCs) and foster interethnic cooperation between the Kosovo Albanian majority and the Serb non-majority population. Under the direction of the Chief of Party, this position will assist the COP with all responsibilities, including the development and implementation of the project’s vision, strategy, and technical direction. S/he will be also responsible for the implementation of Objective Two activities, focused on improving economic opportunities in target municipalities through entrepreneurship, job creation, and market linkages.
Specific job responsibilities will include:
  • Assist the Chief of Party  with strategic and operational planning, including work planning, and ensure project compliance with all contractual reporting and financial requirements of USAID and FHI 360;
  • Management of deadlines, drafting of reports, maintenance of records, and monitoring achievement of benchmarks in the contract;
  • Assist the Chief of Party in creating and maintaining good working relationships with USAID, Government of Kosovo counterparts, local organizations, and other program partners;
  • Provide oversight over program monitoring and evaluation (M&E), ensuring the quality of data collected and reported; and
  • Provide technical support and oversight of activities aimed at improving economic opportunities for NMCs; and Serve as acting Chief of Party in his/her absence

Minimum Requirements:
  • Master’s degree or its international equivalent in international development, international affairs, business administration, economic development, conflict resolution, public affairs or a related field, or equivalent combination of education and work experience.
  • Experience managing and implementing multiple, simultaneous development activities and several staff members under a large, donor-funded project;
  • Proven record of excellent management, leadership, and decision-making skills;
  • Minimum of 8+ years experience in managing and implementing activities to promote economic development and reintegration, entrepreneurship, small and medium enterprise development, job creation and employability, income generating activities, trade and market linkages, and/or business association development;
  • Familiarity with US Government-funded programming, rules and regulations, and USAID Contract management experience preferred;
  • Knowledge of regional majority/minority ethnic dynamics and ability to work effectively in non-majority communities;
  • Demonstrated ability to think strategically and navigate politically sensitive terrain;
  • Excellent oral and written communication skills in English and professional proficiency in Serbian preferred.
