Technical Officer II, M&E for an anticipated USAID-funded New Program for Non-Majority Communities in Kosovo

FHI 360’s Civil Society and Peacebuilding Department (CSPD) supports citizens to mobilize effectively to influence policy, improve lives, and build peace. CSPD works with civil society and governments to increase credibility, visibility and effectiveness by building capacity to:
  • Advocate for social justice, economic reforms, fiscal transparency, gender equity and the prevention of human rights abuses such as human trafficking and violence against women;
  • Promote peaceful solutions to conflict, support peace negotiations, produce radio and television programs to promote social dialogue and tolerance;
  • Solve community problems, engage youth in civic affairs and provide needed services to citizens;
  • Develop diversified revenue streams and cooperate with business and media sectors; and
  • Increase national and local governments' responsiveness to citizens.
Position Description:
CSPD is currently seeking a Technical Officer II, M&E for an anticipated USAID-funded New Program for Non-Majority Communities in Kosovo that will seek to further the integration and participation of non-majority communities (NMCs) and foster interethnic cooperation between the Kosovo Albanian majority and the Serb non-majority population. The Technical Officer II, M&E will work with the Chief of Party and technical specialists in headquarters to design and assist in the implementation of a comprehensive monitoring and evaluation plan. S/he shall also interact with senior government officials, donors, and other key stakeholders in the sectors where these initiatives are implemented. Specific responsibilities include, but are not limited to, the following:

  • Overseeing the implementation of the program M&E system by monitoring and documenting processes;
  • Maintaining and implementing M&E tools adapted to the program’s needs, which may include pre- and post- tests, focus group interview protocols, community survey tools, and baseline, mid-term, and endline survey instruments;
  • Assist COP in managing data collection by training and supervising M&E activities of program staff and sub-contractors;
  • Analyzing all data collected and advising program management on needed program revisions;
  • Contributing to written performance reports for funder and other program deliverables.

Minimum Requirements:
  • Bachelor’s degree or its international equivalent in economics, political science, public administration or other relevant field; Master’s degree or its international equivalent preferred;
  • 5-8 years direct experience managing and executing monitoring and evaluation activities for donor-funded programs;
  • Experience with database management software and online search tools;
  • Experience in qualitative and quantitative M&E methodologies, including experimental (or quasi-experimental) evaluation designs that incorporate rigorous statistical methods;
  • Experience coordinating with governments, ministries and/or local NGOs, as well as local communities, for design and implementation of surveys and other data collection techniques;
  • Demonstrated familiarity with and understanding of impact evaluation and participatory monitoring and evaluation techniques; and developing and monitoring both output and outcome indicators;
  • Knowledge of regional majority/minority ethnic dynamics and ability to work effectively in non-majority communities;
  • Excellent oral and written communication skills in English and professional proficiency in Serbian preferred; and,
  • Ability to effectively use statistical analysis software, including STATA and SPSS.
