Chief Technical Advisor Danish Refugee Council (DRC)

Danish Refugee Council (DRC) is looking for an experienced Chief Technical Adviser (CTA) for the Danish Demining Group (DDG). 

DDG’s work encompasses 3 key focus areas which are Mine Action (MA), Armed Violence Reduction (AVR) and Safety & Security. DDG is presently engaged in Iraq, Afghanistan, Sri Lanka, Colombia, South Sudan, Uganda, Myanmar and Somalia/Somaliland, and the primary focus is activities relating to the Mine Action and Armed Violence Reduction sector. Development, growth and implementation of the AVR and Safety & Security areas were initiated in 2008 and 2009 and are at present expanding the geographical focus particular on the African continent.

The overall responsibilities of the CTA will be to constantly upgrade and improve, systematize and motivate the capacities within MA in DDG as well as taking the lead on the technical on-going capacity building of relevant staff. This will entail a well experienced CTA with a strong technical capacity, a well-developed ability to motivate and train others as well as a trained eye for new innovative solutions which will keep DDG at the forefront within MA. The CTA must relate to and act towards the international context in which DDG operates, and thus a thorough understanding of the mechanism in which international NGOs work is required.

Basic functions:

The CTA is responsible for ensuring that DDG operations comply with DDG Standard Operating Procedures. This includes generic and country specific standards, training materials and technical monitoring of programmes. The CTA will be required to travel extensively to DDG programmes, implement quality assurance of current operations, attend meetings/seminars, run courses and conduct visits to potential new countries identified for operational activities by DDG.

Reporting:
The CTA reports to the Head of DDG

Internal relations:
The CTA coordinates all duties and responsibilities with the Operations Manager at DDG HQ.

Specific duties and responsibilities will include, but not be limited to: 

• Monitoring and quality control of DDG Field Operations and their compliance with IMAS standards, NTSGs, DDG Impact Monitoring Manual and DDG Generic SOPs.
• Report to DDG Programme Managers and Operation Managers with c.c. to Head of Desks at DDG HQ on non-compliance issues identified within the respective Field operations and suggest a plan for corrective action.
• Ensure at all times that all DDG programmes are providing best possible value for money in terms of efficiency and productivity. 
• Develop appropriate training material as required based on DDG Generic SOPs and ensure that training and refresher training is undertaken at the necessary frequency at field operations and in accordance with the generic training material.
• Write or assist in writing the technical part of DDG project proposals. 
• Ensure proper output reporting by programmes via the DDG Grant Management System. 
• Assist with the capacity building of TAs and OMs via the annual Operations Managers meeting.
• Represent DDG in international fora, such as the IMAS review board. 
• Ensure DDG are present and participate on the development of new solutions within MA, by gathering best practises, participating in workshops and testing new methodologies. 
• Advice and assist with procurement of technical equipment.
• Perform ad hoc backup support function to Operation Manager and Head of Desks at HQ in periods of high activity. 
Also, it is preferable if the CTA will also be able to 
• Assist in the further development and QA of DDG Armed Violence Reduction operations, particularly within Small Arms Lights Weapons Management. 

Qualifications:

• Proven experience with management and leadership.
• Strong communication and training skills.
• Excellent management and personnel skills – a calm and diplomatic disposition will be preferred. Ability to work independently and still be a good team player.
• Substantial documented professional technical experience in mine action is required. IMAS level 4 or equivalent is desirable.
• Experience from international humanitarian Mine Action organisations.
• Experience from working with commercial Mine Actions companies desirable. 
• Fluency in spoken and written English.
• Well-travelled with proposal writings.
Personal competencies 
• You are a strong team-player with an acute sense of cooperation and networking, internally as well as externally.
• You show initiative, have perseverance and ability to keep a cool head under stress and thrive in a strong, sometimes harsh and competitive environment.
• You have attention to details and are a “finisher” who gets the job done.
• You have strong interpersonal skills and are therefore a good communicator, motivator and trainer. 
• You can organise your own work and work independently without close supervision.

Terms:

Commencement: January 2013

Duty station: Negotiable, with an expected 130 travel days a year to DDG programs, workshops, etc.
