Job Summary


The National Program for Village Development (or Programa Nasional Dezenvolvimentu ba Sucos – PNDS) is an initiative of the Government of Timor-Leste (GoTL). It is jointly sponsored by the Ministry of State Administration and Ministry of Finance. PNDS aims to work with communities at the village (suco) level to help eliminate poverty by investing in community driven infrastructure projects.
AusAID is providing support to the PNDS. The Deputy Operations Manager will play a lead role in a range of support services including personnel, finances, assets, procurement, ITC and administration.
 
The objectives of this role are to assist the Operations Manager in the day-to-day operations of PNDS.

Key Responsibilities


Key activities
  • Support the recruitment, contracting and longer term management of a large and diverse team of project staff, technical advisers, and field staff, ensuring they receive high quality and timely personnel management support including contracting, deployment, performance management, professional development, payroll services, safety, security, insurance, medical benefits, and pastoral care.
  • Initiate and oversee the implementation of systems and policies that meet AusAID, Cardno and GoTL (where appropriate) requirements, including human resources, finance and procurement, assets, ITC, administration and security.
  • Support the Operations Manager with program management, ensuring support services and operations are adequately resourced and operating effectively.
  • Support the Operations Manager with the preparation of program plans, policies, manuals, budgets and reports, ensuring outputs are in accordance with professional standards and other requirements prescribed by GoTL, AusAID and Cardno.
  • Develop and maintain effective working relationships with GoTL, AusAID and other stakeholders.

Other Requirements


Selection Criteria
Essential:
1. Qualifications in management, HRM, international development or equivalent discipline.
2. Ten plus years experience in program management, leadership, management, development or other relevant sector.
3. Demonstrated experience in management of large, multi-disciplinary and multi-national teams.
4. Demonstrated practical experience in operational management of complex projects, ideally in national and sub-national settings.
5. Experience working in developing and/or post conflict countries.
6. Strong interpersonal skills and excellent verbal and written communication skills in English, including very high calibre abilities and experience in report writing.
7. Ability to plan, strategise and comprehend complex situations, and solve problems with simple solutions.
8. Demonstrated high-level experience in relationships management with a diverse range of government, NGO and community stakeholders.
9. Ability to work with minimal supervision.
 
Desirable:
1. Post graduate qualifications relevant to role.
2. Verbal and written communication skills in Tetum and/or Indonesian.
3. Prior experience with AusAID projects.
4. Previous experience working in South-East Asia.

Position Status
Approved for six months; possibility of extension to December 2013 subject to approval by AusAID.
