The
National Program for Village Development (or Programa Nasional
Dezenvolvimentu ba Sucos – PNDS) is an initiative of the Government of
Timor-Leste (GoTL). It is jointly sponsored by the Ministry of State
Administration and Ministry of Finance. PNDS aims to work with
communities at the village (suco) level to help eliminate poverty by
investing in community driven infrastructure projects.

The objectives of this role are to assist the Operations Manager
with the timely and accurate management of finances in accordance with
AusAID, Cardno and program procedures.
Key Responsibilities
Key activities
- Assist with financial disbursements to ensure all PNDS expenditure is in accordance with the operations manual, approved policies, procedures and guidelines, and are recorded in the cashbook.
- Using Excel, assist with the monitoring of program expenditure against budget line items.
- Assist the Finance Manager to develop financial reports and advice, particularly in areas relating to expenditure and forecasts.
- Perform monthly reconciliation of accounts as required.
- Administer PNDS cash on hand (e.g. petty cash) and ensure it is fully accounted for and reconciled with financial statements.
- Monitor operational advances to ensure timely acquittals.
- Maintain the accounts filing system to ensure it is efficient and orderly and enables information to be retrieved efficiently.
- Record proper coding and accounting treatment of all financial transactions.
- Manage
procurement and value for money calculations of program assets,
recurring office supplies, travel and per diems in coordination with the
Administration Officer.

Essential:
1. Qualifications in financial administration.
2. Detailed knowledge of accounting systems.
3. Demonstrated experience in budget development, cashflowing and financial reporting.
4. Minimum of three years of demonstrated relevant experience.
5. Good oral and written communication skills in Tetum and English.
6. Proven ability to produce timely and quality financial reports.
7. Proficient with Microsoft Office applications, particularly Excel.
