About the Job:

The Government of Montserrat is seeking applications for technical assistance from suitably qualified persons for the post of Chief Surveyor/Registrar of Lands, Lands and Survey, within the Ministry of Agriculture, Lands, Housing and the Environment.

The successful candidate will be required to manage the Surveying section of the Lands and Survey Department to ensure that there is a comprehensive, efficient and effective system of land survey and land registration to support development of the island and to facilitate all dealings on land. In addition to ensuring that the official maps of Montserrat are continuously updated and maintained.

Responsibilities will include:

• Ensuring the maintenance of all topographical and Cadastral maps.
• Assisting the Director in providing policy advice to Government, on matters pertaining to land surveying, land registration, land issues and mapping.
• Assisting in facilitating the process of adjudication in land disputes.
• Ensuring the effective implementation of Government policies relating to land administration and management systems.
• Examines survey plans prepared and submitted before registration by private surveyors in accordance with The Land Surveying Act.
• Liaising with Regional and International organizations on matters pertaining to surveying, mapping and land registration.
• Assisting in preparing departmental plans and budgets and ensures that effective management systems, procedures and financial controls are properly developed, exercised and maintained.
• Managing the Survey equipment and resources to ensure that the Departments objectives are met.
• Providing technical supervision and training to technical staff.
• Assisting in planning programme budgets and work programmes in accordance with national priorities.
• Planning on-the-job and in service training programmes for technical staff.
• Providing direction and support to technical staff
• Conducting topographical and cadastral surveys.
• Monitoring survey work undertaken for Government to ensure its accuracy and timely completion.
• Providing technical advice for the development of survey regulations and survey standards.
• Ensuring the accuracy of surveys conducted for private sector.
• Registering interests in land and issues Land certificates in accordance with the Registered Land Act.
• Receiving and processing applications for Alien Landholding
Licenses in accordance with the Landholding Licence Act.
• Serving as ex-officio Chairman of Montserrat Land Surveyors’ Board in accordance with the Land Surveyors’ Act, and a member of the Development and Planning Authority.

Qualifications and Experience:

Candidates should posses:

• A Bachelor of Science Degree in Land Surveying

• At least ten (10) years experience in undertaking boundary (cadastral) engineering in a managerial position and topographical surveys. AND at least 5 years experience in a managerial position within a Survey related field with responsibilities in land surveying and mapping.Knowledge of land law and law of property

• Knowledge of Surveying and Mapping to include survey terrain practice and field survey methods

• Knowledge of Related survey legislation

• Knowledge of Land Registration and Administration

• Knowledge of Local existing related legislations

• A Surveyors license

• Membership of the Royal Chartered Surveyors Institute

• Excellent written and verbal communication skills

• Be effective at managing their time, effectively and have the ability to lead a team

• A team leader and motivator, be able to manage there time effectively.

Terms of Appointment:
Appointment will be made on a contractual basis for a period of two (2) years.

Remuneration Package:
The total remuneration package for this technical assistance post is EC$145,060 annually, broken down as follows: -
• Basic Salary - EC$73,140 (Taxable)

Travel : EC$9,600

Telephone : EC$720 (taxable)

Market Premium : EC$40, 000 (taxable)
