Request for Expression of Interest

1. Background / Objectives of Consultancy

The Ministry of Health (MoH) in Timor-Leste is in the early stages of developing a sector wide approach to the health sector to support the implementation of its new National Health Sector Strategic Plan (NHSSP) 2011-2030.

A broad range of multilateral, bilateral and other non-state actors (both not-for-profits, and for-profits) are contributing to health sector development in the country. Through the NHSSP-Support Project (NHSSP-SP), which will be funded under a multi-donor trust fund (MDTF) with contributions from the Australian Agency for International Development (AusAID) and the European Union (EU), as well as the World Bank, the MoH is seeking to recruit a Human Resource Management Specialist (HRM Specialist) to support the Directorate of Human Resource Management in the Ministry of Health (MoH) to support health workforce policy development, strategic planning, and workforce capacity development.

The objective of the consultancy is to support the Directorate of Human Resource and Management in:

i. in developing/refining the HRH policy/strategy and HRM guidelines/manuals for effective implementation of HRH policy/strategy; and

ii. developing and implementing capacity development and performance management tools based on the functional analysis of all staff working in the health sector (government employees, consultants).

The HRM Specialist should take a broad system approach to HRM integrating recruitment, retention, distribution, performance, staff development, and human resource information systems to pave the way into a robust HRM strategy for Timor-Leste health sector.

With reference to the World Bank's no-objection to the terms of reference (TOR) for Human Resource Management Specialist dated October 12, 2012 the Ministry of Health now invites eligible individual consultants to indicate their interest in providing their service as HRM Specialist.

2. Scope of Work

2.1. General Requirements

The HRM Specialist will need to adhere to the following requirements while undertaking this role:

a) Assist the implementation of the NHSSP and its relevant programs to meet their objectives, and, if necessary, to identify adjustments to define more feasible objectives, given constraints of staffing and HRM capacity. The HRM Specialist will provide all relevant recommendations at strategic and operational level towards improving the performance of the health sector;

b) Actively participate in relevant meetings and forums;

c) Be productive and timely in meeting work output requirements especially capacity development; and

d) Abide by the policies and procedures of the Ministry of Health and the funding organization.

2.2. Summary of Specific Responsibilities

A. HRH Policy and Strategy

a) Undertake a review and compilation of existing HRH policies and legislations and prepare a summary for decision makers;

b) Draft TORs for and actively participate in the recruitment of a short term HRH consultant(s) who will lead the development of comprehensive HRH policy and strategy; Support the HRH consultant and stakeholders (including Civil Service Commission), under the guidance of the MOH, in preparing the HRH policy and strategy;

c) Liaise with additional support provided to the Directorate of HR on the health workforce analyses and support the implementation of such tasks to meet the health challenges identified in the National Health Sector Strategic Plan;

B. Function Analysis

a) Conduct a functional analysis of the workforce of MoH at central and district offices as well as staff at autonomous agencies in the health sector such as Central Medical Stores

b) If needed, draft TOR for and actively participate in the recruitment of a HRH consultant who will carry out the functional analysis of clinical staff in the health sector;

c) Draft the functional analysis report of clinical and non-clinical staff working in the health sector including tools and guidelines for continuous assessment and management of health workforce; and all staffing profiles, need-based job description/duty lists, etc.

C. Health Workforce Capacity Development

a) Review scholarship and training reporting systems and make recommendations for the improvement of the internal quarterly reports and external reports to counterparts;

b) Based on the functional analysis, conduct a Training Need Analysis in the form of a position-based-needs assessment for health workforce training;

D. Other tasks

a) Perform any other tasks/responsibilities in relation to the HRM function as assigned by the national HR Director.

3. Experience and Qualifications / Selection Criteria

It is expected that the consultant will have the following qualifications and experience:

a) Master in Human Resources Management, Organizational Development, Public Administration, Public Health, Health Services Management or other equivalent degree;

b) Minimum of 5 years (and preferably 10 years) of experience in the area of HRM and Capacity-Building/Training in the public sector;

c) Experience in Health Sector is a must;

d) Minimum 5 years of experience working in developing countries environment;

e) High level of analytical and problem-solving skills;

f) Strong interpersonal, oral and written communication skills;

g) Strong facilitation and organization skills;

h) Experienced in training and mentoring staff;

i) Experienced in developing and maintaining effective partnerships and networks with key stakeholders; and

j) Proficient in English; working knowledge of Portuguese (to understand legal framework) is preferred. Knowledge of Tetum or Bahasa Indonesia is also desirable.

4. Selection Method

Consultants will be selected through the competitive selection process following the Individual Consultant Selection method as defined by the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers; dated January 2011.

5. Duration of the Consultancy and Type of Contract

The duration of the consultancy will be until June 30, 2013 with possibility for renewal for additional 12 months subject to the restructuring of HSSP-SP.

As the scope and the duration of the services and the required outputs of the consultants are clearly defined in the Terms of Reference the lump-sum contract shall be used for this assignment.

7. Application Procedure

Expression of Interest should include a statement addressing the selection criteria, a copy of the curriculum vitae with a list of three (3) referees, and supporting documentation that will indicate consultant's qualifications to perform the given service (i.e. brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills with relevant qualifications, letters of reference from previous employers, etc.).
