Job aims:
1. To ensure TfaC’s M&E system is implemented effectively for documenting impact in line with NAF and MoEST indicators.
2. To provide programme and project managers with timely and relevant information about their project/programme impact
3. To lead on the sharing of impact related learning with MoEST, other donors and stakeholders and within TfaC.

1. Planning

Key Deliverable: A comprehensive organisaton-wide M&E framework, which includes all tools, operating procedures and timelines for each programme/project and which meets the internal and external requirements for formative and summative evaluation. The M&E framework will be developed with with the participation of MoEST, all relevent staff and will be a demonstrably working document in harmony with MoEST strategy and indicators.

• To lead the process for formulating and revising the Logframe goals, outcomes, outputs and indicators of each project and programme;

• Collaborate with project and programme managers to design and revise monitoring structures, particularly project and programme logframes;

• Foster participatory planning, monitoring and evaluation by involving all Theatre for a Change staff memebers; key stakeholders and participants

• With programme managers, guide the process for identifying the key performance questions and parameters for monitoring project and programme performance and comparing it to targets. Design the format for such performance reports.

• Clarify the core information needs of project management and funding agencies;

2. Monitoring

Key Deliverable: Effective montioring practices lead to organisational decision making based on accurate up to date information, quality performance from all staff and informative reports for internal and external audiences. (Evidence- information presented to management meetings; monthly reports to CD; timely submission and publication of reports)

• Ensure that the implemention of Logframe indicators for TfaC projects and programmes is monitored on a monthly basis;

• Ensure that project and programmes are monitored in line with funding agreements and that provisions of funding agreements are fully observed in the design of M&E;

• Facilitate regular monitoring meetings, feeding in monitoring findings to relevant programme staff;

• Ensure poor performance, areas of success and weakness or areas requiring improvement are reported to appropriate programme staff in a timely manner;

• Through monitoring visits, ensure logframe outcomes and indicators remain the focus of all programme activity. Where necessary revise outcomes and indicators in conjunction with programme staff;

• Co ordinate the gathering of monitoring information from all projects and programmes and work with the M&E team to analyse these reports in terms of problems and actions needed;

• Facilitate communication among the monitoring team and provide strategic support to monitoring officers;

• Conduct regular field visits to support implementation of monitoring and to identify where adaptation may be needed;

• Work with stakeholders to ensure external participation in monitoring processes, particularly around the setting of indicators and targets.

• Prepare monthly organisational reports for senior management that summarise overall performance on indicators and identifies potential areas of weakness in project implementation;


3. Evaluation

Key Deliverable: TfaC in Malawi is able to demonstrate the impact of its work and value for money to internal and external audiences and practices are reviewed in the light of evaluation reports

• Keep up to date with current research and best practice on evaluation techniques, alerting management and making recommendations where appropriate

• In conjunction with external consultants, design and continuously review evaluation structures in projects and programme with relevant programme staff;

• Coordinate all external evaluation activity (e.g. donor baselines/endlines), inculding recruitment and management of consultants, logistics and finance;

• Coordinate all internal evaluation activity (e.g. internal baselines/endlines) including design, logistics, finance, data collection and reporting;

• Produce baseline, endline and organisational performance reports as agreed with the Country Director;

• Continue to develop TfaC evaluation tools, ensuring all research is adequately triangulated between questionnaire, interview and observation.


4. Learning

Key Deliverable: TfaC Malawi is a learning organisation where staff use results of monitoring and evaluation activities, examples of successful practice and innovative ideas to improve their own and others’ performance and thereby increase the impact for our participants. Evidence: Learning material readily accessible and effectively disseminated; minutes of Board and management meetings show presentation of learning from evaluations and recommendations)

• Share information about indicators with project and programme staff, management, implementing partners and primary stakeholders;

• Research materials that will help TfaC improve its programming and policies. Ensure that TfaC staff members are aware of these materials and have access to them.

• Ensure TfaC evaluation and research findings are fed into appropriate policy forums, working towards institutional development and reform;

• Represent Theatre for a Change and present M&E impact evaluations at national and international meetings.

• Develop and implement systems which allow staff to share and access learning about best practice, successful interventions and creative new ideas.

• Circulate quarterly electronic MoEST HIV Directorate newsletters

• Faclitate up loading of relevant MoEST HIV Directorate documents onto the TfaC website

• Write articles documenting best practice, especially on the Radio Programme, for approval by MoEST HIV Directorate

5. Human Resources

Key Deliverable: The M&E team work effectively together delivering outputs on time and to a high quality. Other members of staff feel confident in undertaking their M&E responsibilities
• Guide and supervise project and programme management in the design and implementation of M&E strategies and data collection;

• Recruit, train and manage monitoring officers in the monitoring, reporting and evalution of projects and programmes. Ensure monitoring officers comply to the Monitoring Procedures and a high level of quality in monitoring is maintained;

• Ensure monitoring officers work together closely as a team and pro-actively fulfil the M&E obligations

• Through regular 1-1 meetings and day to day dialogue ensure the professional and personal deveopment needs of direct reports are met providing coaching and mentoring as required.

• Conduct performance reviews of M&E staff, including increments and promotions;

• In collaboration with the Country Director and other senior managers , undertake any necessary disciplinary procedures for direct reports or others

6. Finance

Key deliverable: The budget for M&E is built and managed effectively and complies with TfaC Finance Policy

• In conjunction with relevent programme staff, design and manage all organisational monitoring budgets, ensuring compliance with Finance Policy.

• Coordinate all monitoring and evaluation based procurement e.g. software, equipment.

• Directly design and manage all evaluation budgets, including consultant activities, ensuring compliance with Finance Policy.

• Supervise all monitoring and evaluation based logistics, including transport, venues, resources and accommodation.

• Provide variance reports on the M&E budget as requested by the CD or Finance Director

7. Programme and Organisational Management

Key Deliverable: Demonstrable contributions to the overall management of TfaC Malawi

Actively contribute to the senior management of TfaC Malawi through participation in Management team meetings and elsewhere

• Contribute to senior management decisions regarding the organizational strategey and direction of Theatre for a Change.

• Contribute to senior management decisions regarding the recruitment, retention and promotion of Theatre for a Change staff;

• Contribute to senior management decisions regarding Theatre for a Change’s financial management, fundriaising, programme development, advocacy, procurement and risk management;

• If necessary, take on the role of acting Country Director in the absence of the Country Director and Deputy Director
