Objectives
 
The Natural Resource Charter (NRC) is a global initiative seeking to support resource-rich countries to harness the economic opportunities of extractive resource revenues (oil, gas and minerals) for the benefit of all citizens.
 
The NRC brings together a group of international experts who have compiled a manual of best practice, structured around twelve Precepts spanning the challenges posed by managing resource wealth. The recommendations contained within the NRC span the entire chain of decisions faced by governments; from the decision whether to extract, through fiscal terms, contracts, institutions and regulations, to macroeconomic management and strategies for sustainable development.
 
The NRC is now starting to work with implementing countries. This process will be built around a country benchmarking exercise where country policy performance is evaluated across the decision chain against NRC recommendations. The benchmarking framework will undergo a period of revision, extension and review. Further analytical work will be conducted to support adopting country governments and other stakeholders.
 
Job Summary
 
The NRC is seeking to recruit a Programme Officer to support the expansion of the work of the Charter in initial implementing countries, around the deployment of the NRC benchmarking framework.
 
Activities:
 
The work of the Programme Officer will focus on coordinating the deployment of country benchmarking exercises in coordination with government, other stakeholders and partners.
 
The Programme Officer’s duties will include, but not be limited to the following:
 
a.     Oversee programme delivery in implementing countries
i.     Coordinate with country government partners and other stakeholders
 
ii.     Manage implementation of projects ranging from organizing meetings, technical expertise and communications strategy
 
iii.     Participate in and contribute to project formulation and preparation, including resource mobilization and donor liaison, preparation of budgets, and project and programme formulation
 
b.     Liaise with partners organizations and candidate country governments
 
c.     Support the ongoing development of country benchmarking exercises
i. Coordination of various inputs to benchmarking methodology emerging from country processes

Application criteria:
 
-       Applicants would preferably possess a Masters degree in public administration, or a related discipline
 
-       Three to five years of relevant experience in development projects and programmes in developing countries (especially in Africa)
 
-       Fluency in English and preferably an additional foreign language (especially French and/or Portuguese)
 
Skills and experience:
 
In addition to the application criteria, the candidate should possess strong project management skills, strong attention to detail in addition to the ability to prioritize and multi-task. They should be proactive with respect to deadlines and assignments, and display an ability to interact with international partners and senior government officials.

Time:
1 year fulltime fixed term contract (renewable)

Compensation:
£30-36,000
