SCA Background
The Swedish Committee for Afghanistan (SCA) is a non-profit, non-governmental humanitarian organisation working to assist in the reconstruction ofAfghanistan. SCA’s interventions insideAfghanistanbegan in 1982. Today SCA runs four major development programmes within Disability, Education, Health and Rural Development and is one of the largest NGOs in the country. SCA is an Equal Opportunity Employer. Scope of Work:
The Planning Monitoring and Evaluation Unit (PMEU) is primarily a methodological unit, providing technical assistance, advice and capacity development services to SCA’s programmes in order that Results-Based Management is integrated into all programmes and their projects.  This includes:
  • Technical assistance, guidelines and advice for developing projects and donor applications
  • Facilitating and coordinating the annual and long-term planning of SCA’s activities at the organisational and programme levels inAfghanistan
  • Capacity development support to project / programme teams in order to assist the establishment of effective monitoring systems
  • Technical assistance, advice and process facilitation to programmes in the design of both internal and external evaluations 

Reporting to the Coordinator of PME, the Deputy Coordinator of Planning is responsible for ensuring that the following routine tasks in the Unit are carried out:
•           The coordination of organisational strategic and annual planning
•           The coordination and timely submission of project proposals to donors
•           The coordination of reporting from the organisation and the programmes to donors and government, ensuring report quality and compliance
•           The capacity building of programme and project staff, as well as PMEU staff, in planning, reporting and related skills
•           the upkeep of proper records including copies of all contracts, proposals and donor reports, as well as the share file system and contracts database.

Qualifications & Requirements:
  • Academic degree in a relevant field of expertise, preferably at Master’s level
  • At least four years’ professional experience of Planning and Project Management with an International NGO or UN agency
  • Commitment to the mission and core values of Swedish Committee
  • Demonstrable experience and skills in project development, proposal writing and report writing
  • Have significant experience of designing and delivering workshop trainings in a development context, including trainings for planning, strategic planning and proposal writing
  • Demonstrable skills and understanding of result-oriented planning, with a clear understanding of the concepts of outputs, outcomes and impact and the ability to design and use log-frames or results matrices
  • Have significant experience of process facilitation for purposes such as strategic planning, annual planning, management forums, lessons learnt workshops, needs assessments etc
  • Experience of using participatory tools and interactive methodologies when providing training and capacity development assistance
  • Good analytical skills and the capability to draw relevant conclusions and learning points
  • Advanced level of English language use, as well as be a Dari and / or Pashto speaker


Main Responsibilities:
Technical management, coordination and support:
•           Working with the PME Coordinator, take a lead role in planning, organizing and facilitating management planning workshops;
•           Assist the PME Coordinator in developing, consolidating and monitoring the annual planning of the field organization, in line with directives from SCA’s management
•           Coordinating with Programmes, review project applications, plans and reports, including the analysis of budgets, and provide advice and feedback to the relevant programmes and units
•           Coordinate the timely submission of all project applications to relevant donors, checking for compliance with donor requirements; 
•           Coordinate all reporting from SCA and the Programmes to donors and the Government, ensuring compliance with donor / government requirements and timely submission of documents
•           Write reports and provide feedback to SCA management, programmes and projects on organisational planning events organized by PME unit
•           Coordinating with M&E staff in the unit, develop guidelines, manuals and tool-kits for planning, project cycle management, application writing and reporting
•           To follow up with the planning assistant in the updating of the contracts and reporting tracking, as well as updating of the relevant folders related to contracts and reports at SCA

Supervision
•           Take everyday responsibility for the supervision and coordination of planning staff in the PME, reporting to the PME Coordinator

 Capacity Development
•           Identify capacity development needs of project and programme staff for PME, but with particular regard to project and strategic planning, proposal writing and donor applications, internal and donor reporting;
•           Design and deliver/provide regular trainings and workshops and other capacity development measures with SCA staff for improved planning and reporting;
