SCA Background
The Swedish Committee for Afghanistan (SCA) is a non-profit, non-governmental humanitarian organisation working to assist in the reconstruction of Afghanistan. SCA’s interventions inside Afghanistan began in 1982. Today SCA runs four major development programmes within Disability, Education, Health and Rural Development and is one of the largest NGOs in the country. SCA is an Equal Opportunity Employer. Scope of work:
By adhering to gender equality and a rights-based approach, SCA endorses equal access, non-discrimination, participation, transparency, accountability and the framing of planning and programming within the realms of international rights conventions. The Human Rights and Gender Unit (HRGU) is mandated to promote and strengthen the adaptation of these core values by facilitating and supporting the mainstreaming of gender and rights-based approaches throughout all programming as well as administration. The unit thus plays the role of creating awareness, promoting values, advocating for change, developing and mainstreaming methods and tools, and monitoring and evaluating achievements of gender equality and human rights. It collaborates closely with SCA programme as well as administration units, and furthermore works and advocates together with civil society networks and activists.
The HRGU Deputy Coordinator has a delegated mandate from the HRGU Coordinator within the realms of method development, capacity building, research/monitoring/evaluation, networking and advocacy, planning and reporting.
Qualifications & Requirements:
- University degree within relevant field e.g. Political Sciences, Development Studies, Social Sciences, International Relations
- At least five years related work experience (two years at senior level position within a civil society organization
- Experiences in rights-based development, and advocacy programmes
- Demonstrated management capacity, including team-building capabilities, organisational, interpersonal and negotiation skills
- Ability to take initiatives, and pursue work tasks proactively with little supervision
- Sound knowledge of administration, planning, budgeting, and report writing
- Good monitoring and analytical skills and ability to assess, analyse and synthesize information
- Good command of written and spoken English, Dari and Pashto
- Advanced user-knowledge in computer
- Ability to travel frequently within Afghanistan
- Being an Afghan citizen
Main Responsibilities:
- Method development: In coordination with programme units, identify and develop contextualized tool-kits and training material on gender and rights issues, adoptable for SCA programmes
- Capacity building: Identify, design, plan, implement and monitor gender and rights trainings and workshops, for SCA staff as well as relevant partners.
- Research, monitoring and evaluation: Collaborate with Monitoring and Evaluation Unit as well as Programme Units in creating, monitoring and evaluating gender and human rights baselines and indicators. Conduct case studies and minor research when required for assessments and lessons learned.
- Networking and advocacy: Develop SCA linkages to human rights and gender networks within civil society. Participate in SCA advocacy efforts while strengthening SCA-supported national advocacy actors.
- Planning, reporting: Participate in developing applications, plans, budgets and reports for HRGU. Contribute to strengthening the analysis and reflection of gender and human rights in all SCA plans, budgets and reports.
