Team Leader, Communal Land Support Project Pact Namibia

Summary: Pact seeks a team leader for a proposed project in Namibia to lead a program supporting Millennium Challenge Account Namibia (MCA-N) and MCA-N’s government counterpart, the Ministry of Lands and Resettlement, in furtherance of the implementation of the Communal Land Support Project (CLS). The project improves Land Access and Management by strengthening rangeland management and providing more equitable and secure access to land in the Namibian Northern Communal Areas. This program will:
-          support the registration of individual and group rights in specified areas,
-          develop and implement a broadly targeted civic education and communication campaign,
-          provide capacity building support to local groups and governments,
-          mobilize communities to participate in land matters,
-          support the development and implementation of policies and procedures, and
-          contribute to improvement of procedures, forms, and manuals necessary to conduct registration and other land administration activities.
 
The Team Leader reports to the Program Contracting Officer and the Country Director. Position contingent on award of the project to Pact.

 
Specific Duties:
-          development and management of work plans
-          ensuring that appropriate resources are available and managed to achieve objectives and minimum targets,
-          managing and provide leadership to field team,
-          ensuring quality and timeliness of all required reports and deliverables, and
-          oversight and management of the financial aspects of the contract
Minimum Qualifications:
-          postgraduate university degree,
-          at least 10 years of experience at the managerial level with related practical experience in the field of land or rural development with strong reporting and quantitative skills,
-          demonstrated ability to lead and manage a multi-disciplinary team to achieve specific and measurable results
-          excellent interpersonal skills and demonstrated ability to hold staff accountable for performance, effectively interact with various stakeholders, including government officials, project implementers, and project beneficiaries,
-          excellent written and oral English, and
-          excellent computer skills
Preference for:
-          previous work with Namibian governments
-          training and capacity development experience in Namibia
-          proven ability to lead staff across multiple rural locations
-          Experience with managing U.S. Government contracts (especially Millennium Challenge Account projects)
-          Ability to think strategically and implement tactically
-          Previous work in land access and management activities in southern Africa
-          Knowledge of communal land activities
-          Ability to manage large complex projects
