Youth IQC Manager / Senior Technical Expert World Learning Washington, DC, United States

World Learning, a global non-profit organization, (www.worldlearning.org) is seeking a Youth IQC Manager / Senior Technical Expert for an USAID funded global IQC focused on youth. The position will be based in Washington, DC. Expected duration: 5 years. Recruitment contingent upon successful award of the IQC contract. Background: 

The anticipated project will provide a range of holistic support services to youth at the regional, national and local levels as USAID Bureaus and Missions deem appropriate. Individual Task Orders are expected to engage youth in several technical fields including livelihoods, civil society, health, and/or education. 

Youth IQC Manager / Senior Technical Expert: 

The Youth IQC Manager / Senior Technical Expert will provide leadership, vision and direction for the implementation of all IQC and Task Order programs and ensure that all proposed objectives and targets are achieved in close coordination with individual Task Order Chiefs of Party. He or she will: manage and develop staff, both domestic and international, consultants and subcontractors; provide training and technical assistance related to civil society development; develop and monitor program implementation plans, performance monitoring plans and all other required reports; provide briefings and analysis to USAID on sectoral issues; maintain effective relations and coordination with other donors and with local and international partners; collaborate with implementing partners to coordinate efforts and share results; and serve as primary liaison with USAID and local counterparts.

The Youth IQC Manager / Senior Technical Expert must be a dynamic, flexible, adaptable team player with demonstrated leadership ability. 

Primary responsibilities will include:

• Serve as the World Learning’s primary point of contact with the USAID COR and CO for the Youth IQC. 
• Assume responsibility for the administration and management of the Youth IQC including individual Task Orders and relationship management with subcontractors. 
• Submit required IQC-level technical and financial reporting. 
• Coordinate across Youth IQC task orders including: mentoring, training, and guiding World Learning Task Order staff; general management oversight on all World Learning task orders; and quality control and timeliness of all deliverables. 
• Work with USAID and World Learning to resolve issues (across task orders or at individual task order levels) and share lessons learned and best practices. 
• Lead the development of Task Order responses in coordination with Program Development Team. 
• Lead the development and implementation of World Learning’s Youth IQC strategy. 
• Establish appropriate systems and program start-up under limited time constraints and overseeing multiple program areas simultaneously. 

Coupled with relevant advanced degrees from accredited universities, candidates must have a minimum of 8 years of progressive experience in the following areas:

• Master's Degree or equivalent in international development, education, social science or related field; 
• Five or more years of experience related to two or more of the following areas required: 
- Capacity building for CSOs 
- Civil Society / civic engagement 
- Education / TVET 
- Public health 
- Youth-led development / youth leadership 
- Youth livelihoods / employment 
• Excellent interpersonal skills, including the ability to communicate effectively with a broad range of people in a culturally sensitive way; 
• Ability to represent the organization to local and national civil society, governmental, media, and private sector organizations; 
• Strong verbal and written communication skills; 
• Substantial technical expertise in youth-focused development programming, including capacity building for youth organizations and institutions.
