Position Description:
 
Performs a variety of financial duties, including core and/or field activity budgets, donor reports, and sub award management. Prepares and justify proposal and/or operational budgets and assisting with workforce planning to ensure all work meets deadlines. Handles special projects and the development of training materials, review of operational budget analysis, and budget system/report testing. Prepares annual program and General and Administrative (G&A) budgets with periodic updates as needed. Performs monthly financial analysis for portfolios (Departments) and direct projects as assigned.
 
Prepares and distributes monthly management financial reports. Provide financial guidance to program and field office staff. Provide training to supporting program personnel on financial reporting systems and procedures. Develop, monitor, and adjust fiscal year budgets. Perform Actual vs. Budget analysis, forecasting, cost allocation and tracking, and other quantitative and qualitative analyses.  Review and validate sub-recipient’s requests for reimbursement and budgetary compliance. Prepare routine monthly financial and labor related reports to be distributed to Senior Management, and international/domestic program, technical and financial staff. Follows up with international/domestic program, technical and financial staff to obtain and/or verify financial and budget information to ensure quality budget/fiscal controls. Assist in the design and maintenance of supporting financial modules related to grants, awards, and contract management.   Assists in development of best practices and training initiatives as requested.
 
The Budget Analyst III will:
 
  • Oversees / leads the Budget Modification  function and coordinates with functional managers to ensure budgetary needs are met to complete the needs of programs/projects, while ensuring compliance with company and donor policies and procedures
  • Structures, develops, and reviews budget modifications  for accuracy and completion.
  • May oversee staff in the development and review of budget modifications ensuring compliance with company policies and procedures to achieve goals.
  • Creates, maintains, and coordinates budget modification  files  to ensure clean audit trail of negotiations and discussions.
  • Serves as a resource for the negotiating team in preparing budget modifications and makes recommendations regarding financial impact requiring special  terms or conditions.
  • Independently evaluates  and advises on fiscal and operational policy as relates to budget modifications
  • Has in-depth technical and administrative knowledge and is able to defend analyses to management
  • This is an advance level position in which the incumbent has the ability to understand, apply and explain, verbally and in writing, complex financial concepts and budget modification strategies
  • Serves as subject matter expert; may lead work teams or others in complex or unique subjects. Recommends and develops regulations, policies, and procedures.
  • Recommends and/or takes corrective action when necessary based on acquired knowledge and observation of best practices. Develops or adapts new processes and procedures based upon changes in laws and regulations or industry practices.
  • Exerts some influence on the overall objectives and long-range goals of the organization. Erroneous decisions or failure to achieve objectives would normally have a serious effect upon the administration of the organization
  • Works under only very general supervision. Work is reviewed for soundness of judgment and overall adequacy and accuracy.
  • Work is performed with minimal direction. Participates in determining objectives of assignment. Plan schedules and arranges own activities in accomplishing objectives. Work is reviewed upon completion for adequacy in meeting objectives.
  • Review and recommend training opportunities for department. May lead employee growth and development initiatives.
  • Reports to the Associate Director, Operations Finance.
 
 
Minimum Requirements: 
 
  • Bachelor’s degree or its international equivalent in Accounting, Finance, or Business Administration; Master’s degree preferred.
  • 8+ Years relevant experience in a professional business environment. Demonstrated leadership experience preferred
  • Substantial experience using computerized information systems.
  • Articulate and professional, and able to communicate in a clear, positive fashion with clients and staff.
  • Must be able to read, write and speak fluent English.
  • Comprehensive knowledge and experience of Generally Accepted Accounting Principles (GAAP) and budgeting, reporting and fiscal control practices.
  • Make risk assessment of internal financial control systems and may suggest improvements or changes in processes.
  • Convey concise, comprehensive, and accurate findings on matters of a complex nature in written form. Conclusions and recommendations are based on professional knowledge and judgment.
  • Convey issues of a complex nature in a clear, concise, and organized manner.
  • In-depth knowledge of state and federal laws and regulations that have impact on financial pricing models and practices.
  • Excellent project management, organization, and oral/written communication skills.
  • Demonstrated critical thinking, analytical and problem solving skills.
  • Ability to apply gained knowledge, experience and intuitiveness in complex, varied situations.
  • Ability to create process workflow models and implement necessary refinements to increase overall process improvement, efficiency and effectiveness
  • Ability to establish and maintain effective professional relationships through collaboration, negotiation and teamwork.
