OBJECTIVES OF THE PROGRAMME :
The objectives of the Department of Human Resource Management are a sound, well-managed, responsive and efficient organization-wide HR programme which supports the work of WHO and its Member States in all HR-related fields, including Medical Services and psycho-social support for WHO staff. HMS develops and implements health policies to protect and promote staff health and advises management on measures to ensure a safe and healthy work environment at all levels of WHO, as well as IARC, ICC, and UNAIDS. HMS provides preventive medical and psycho-social care, first-aid and emergency care for staff and acts as medical adviser on staff insurance and disability matters.
Description of duties:
1. Shaping Health Promotion policy to promote psycho-social well-being: develop and manage an
occupational health research program which provides the scientific foundation to monitor the health status of staff. Based on the research data, design and implement selected preventive and educative programs geared to the specific needs of the Organization and its staff. Monitor the effectiveness of these programs in terms of medical outcomes and impact on the productivity of the organization (absenteeism) and health-care expenditures borne by the staff health insurance scheme;
2. Manage budget: prepare, present and defend budget proposals and substantive action plans. Supervise and monitor proper execution of the budget;
3. Managerial role: supervise all the activities of the HMS unit including: medical examinations, consultations, treatment of episodic ailments, first aid, first-aid training, psycho-social support (stress management for cumulative and critical incident stress) preparation for duty travel and deployment, immunizations, investigations, occupational health and health promotion activities and medico-administrative functions. Manage the human resources of the Service, including staff recruitment, development, performance management, conflict resolution and career support (staff includes: physician, staff counselor, nurses, laboratory technicians, administrative assistant and secretaries). Ensure maintenance and inventory of technical equipment;
4. Authoritative advice: medical advisor on matters pertaining to the Advisory Committee on Compensation Claims (ACCC) and WHO Pension Committee. Advisor for special allowances for health reasons. Represent the organizations on medical boards. Approve and organize medical evacuations; advise regional physicians where appropriate. Advise on adaptation of positions for health reasons, medical expertise and medico-administrative matters; participate in various committees (HIV/AIDS Task Force, Occupational Health and Safety Committee, Staff Health Insurance Committee etc). Take leadership role in coaching and facilitating the work of regional physicians;
5. Field activities: travel to Regional Offices and field duty stations as required to assess incidence of endemic diseases, advise on prevention, evaluate medical facilities, recommend the best use of host nation capabilities;
6. Collaboration: work closely with human resources managers in WHO, IARC, ICC, and UNAIDS. Work closely with WHO technical teams: occupational health division, control of outbreaks, malaria, immunization programmes, emergency division, mental health division etc. Take a leadership role in health matters: interagency focal point for UN medical services for outbreaks and epidemics. Facilitate updates of medical recommendations of UN medical services with the support of WHO technical expertise (i.e. malaria prophylaxis and treatments). Member of the interagency Task Force on HIV/AIDS. Coordinate the supply of PEP kits interagency; coordinate the medical supply of UN dispensaries. As the delegated authority, manage the stock of medicines of UN dispensaries.
REQUIRED QUALIFICATIONS
Education:
Essential
Degree qualifying for practice in medicine.
Skills: 
Training in medicine. Ability to interact with medical personnel in countries and with staff of all organizations involved. Analytical skills and ability to make timely and appropriate decisions in any medical situation. Ability to lead, motivate and supervise a multinational and multicultural team. Ability to instil confidence; excellent inter-personal and communication skills; tact and absolute respect of medical confidentiality. Computer literacy.

Experience:
Essential
Extensive clinical experience in general or internal medicine of at least 10 years, some of which in
an international context, either in private practice or in a hospital or institutional setting. Must not have interrupted medical practice for more than one year.
Desirable
Knowledge of organizational policies and practices. Experience in dealing with medical insurance plans. Experience with an occupational health unit. Experience in the assessment of sequel of accident and illness. Experience in the administrative management of a medical service or within a medical service as head of unit. Experience in travel medicine. Experience and knowledge of both the French and the Swiss health systems.
Languages:
Excellent knowledge of English or French with working knowledge of the other language.

Annual salary: (Net of tax)
USD 95'270 at single rate
USD 103'070 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
