OBJECTIVES OF THE PROGRAMME : Health systems strengthening in member countries is based on the values and principles of primary health care, which include universal coverage, equity, social justice, right to health, community involvement, and multisectorality and people centeredness. A major objective of the programme is to assist countries in developing health services that are accessible, equitable, of high quality and safety, efficient and sustainable. This will be achieved through improved coordination and collaboration among the various units of the Division of Health System Development (DHS). Purpose of the Post: To promote and advance the development of health care delivery systems, with emphasis on primary health and hospital care, based on the values and principles of primary health care that contribute to better health outcomes in countries of the Eastern Mediterranean Region. Organizational Context: Under the supervision of the Director of Health System Development, the incumbent will serve as senior adviser to the Regional Director on activities in the area of Integrated Service Delivery (ISD) Systems. She/he will coordinate the activities of an interdisciplinary team of professionals in the area of health care systems, integrating their technical contributions and coordinating their programmes. | |
Description of duties: Under the direct supervision and guidance of the Director of Health System Development, the incumbent will perform the following duties: 1. Lead the effort towards the development of the primary health and hospital care systems that ensure accessible, equitable, efficient and quality health services and are responsive to the leading causes of the burden of disease and health risks and help countries move towards universal health coverage. 2. Advise national authorities to develop, strengthen and extend coverage based on evidence based approaches for the promotion of primary health care; the development of integrated district health systems based on a family practice approach; and the establishment of emergency medical services. 3. Support member states in promoting and assessing the development of patient safety and quality improvement programmes at all levels of care including provision of evidence based advice on the role of health care accreditation in improving quality and safety. 4. Strengthen member states' capacity by introducing health care models that promote partnership with the private sector, civic organizations, local authorities and academic institutions. 5. Advise countries to improve performance of hospitals including the enhancement of their role as a referral support to primary care facilities, enhanced engagement in promotive and preventive aspects of health care, and increased recognition of the social and developmental roles of hospitals through protection of the vulnerable and disadvantaged groups. 6. Organize in-depth health system reviews aimed at mapping health system functions and engage in high-level policy dialogue with national policymakers to promote improved health system performance. 7. Coordinate and oversee the development and regional adaptation of frameworks, tools, instruments, protocols and guidelines related to health system and its various building blocks. 8. Collaborate with the coordinators and counterparts from other divisions to develop joint initiatives that emphasize the role of health systems in ensuring effective implementation of priority public health program. 9. Strengthen the work on delivery of health services by providing the necessary technical guidance and supervision to the health system staff in country offices. 10. Mobilize resources by engaging with multilateral and bilateral donors, national governments and other development partners including sister UN agencies. | |
REQUIRED QUALIFICATIONS | |
Education: Essential: University degree in medicine and master's degree in public health. Desirable: Doctorate degree, or equivalent, in public health. | |

Experience: Essential: Over 10 years of combined experience, at national and international levels, in strengthening health systems and the development and implementation of integrated service delivery systems. Desirable: Extensive experience in strengthening primary health care programmes. Experience in the area of hospital management, quality and safety. | |
Languages: Excellent knowledge of English. Knowledge of another WHO language will be an asset. | |

Annual salary: (Net of tax) 95394.00 USD at single rate 103204.00 USD with primary dependants | Post Adjustment: 39.4 % of the above figure(s).
