OBJECTIVES OF THE PROGRAMME :
The objective of the Health Leadership Development Initiative is to prepare mid-career health professionals for leadership roles in public health and in strengthening national health systems as well as knowledgeable in global health developments and in the work of WHO by providing training and self-learning opportunities for fellows and by exposing them to the work of WHO and those of other international health development partners in supporting countries to achieve heir health goals. The programme is for two years. The fellow is initially attached to a technical division in the WHO Regional Office for the Western Pacific (WPRO) to provide exposure to learning WHO processes and building collaboration with various stakeholders. This is followed by a deployment to a country office for one year to offer hands-on working experience and mentoring in the country office. The programme ends in evaluation and debriefing in the Regional Office as well as documentation of activities and sharing of experiences.
Description of duties:
The fellow will be deployed in the division of health sector development. The mission of the Division of Health Sector Development is to support countries to attain universal coverage of health services for better and equitable health outcomes.

Health sector development acts as the foundation that both underpins and unifies public health efforts aimed at combating diseases and building healthy communities in an efficient and equitable manner, especially for high priority, excluded and under-served population groups. A strong health system foundation enables effectiveness of individual programmes and efficient use of shared system resources for all programmes. A strong health system also promotes appropriate integration of pro-poor, equity-enhancing, gender-responsive and human rights-based approaches.

§ The HLDI fellow will be exposed to the technical programmes of the health sector development division. The HLDI fellow will be required to join the activities on health systems strengthening through strengthening of health policies and strategies in the countries; the health care financing and progress towards universal health coverage; strengthening capacities of health workforce; essential medicines and technologies, evidence research.
§ It is expected that the fellow will develop a disposition for critical thinking and reflective action. The fellow will be able to apply a systems based approach to analysis of issues and problem solving , and to formulate creative and appropriate policies and programs on areas of involvement.
REQUIRED QUALIFICATIONS
Education:
An advanced degree (equivalent to a masters or medical doctor degree) in health sciences /public health-related field
Skills: 
Computer literacy in standard software applications; and the ability to successfully interact with individuals of different cultural backgrounds and beliefs, which includes willingness to understand and be tolerant of different opinions and views.

Experience:
Minimum three years of relevant professional work experience
Languages:
Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage.
Additional Information:
Fellows under the Health Leadership Development Initiative (HLDI) will serve as independent professionals in their personal capacity and not as representatives of a Government or any other authority external to WHO. They are neither staff members of WHO nor "officials" for the purpose of Conventions of the Privileges and Immunities of the Specialized Agencies. Accordingly, they shall not be entitled to any benefit or subsidy from WHO except as expressly provided in the Letter of Award (LOA). Each Fellow will require a valid national passport. The obligations of WHO are strictly limited to the expressed terms and conditions of the LOA..
