Purpose of position:
To provide financial support for Haiti Earthquake Operation, under the supervision of Finance Coordinator. This position manages and performs key tasks, with an emphasis on optimal performance, timely action, and proactive systems development.
The Finance Delegate will guarantee accounts integrity and will process all accounting and financial information generated as the programmes are implemented, through a monthly production of financial statements supported by a detailed analysis of all balance sheet accounts.
In addition to the accounting services, the post holder will provide a general support and advice to programme managers all programme related financial issues from the budgeting to the final evaluation

Description of Key Duties and Responsibilities:
- Advise upon the management of the funds and financial assets of the operation. This will include cash flow and cost control management as well as the coaching of Program managers on finance matters.
- Manage Haiti Operation in the Federation Standard CODA financial software.
- Give technical assistance in the compilation of the project budgets.
- Track income and expenditures to ensure to have complete set of PMN´s.
- Prepare financial reports for donors as they fall due and adhere to the strict reporting deadlines required by donor.
- Validate and book working advances (Delegates & NS) ensure that documents posted into CODA are completely reconciled and supported by appropriate documentation. By regular communication with National Society's Finance Officers, process a monthly reconciliation of the funds transferred to them and establish a reporting discipline to minimize the level of dormant working advance balances.
- For the assigned projects, give technical assistance to programme managers during the budgeting process in the light of the Federation budgeting guidelines.
- For the assigned projects, support the expenditure authorization process by giving the required financial validation relating to the coding, the budget balance, and availability of funds and ensure non occurrence of expenditure outside the budget limits.
- Monitor the budgets, investigate and address significant variances for the assigned projects.
- For the assigned projects, validate the International staff payroll accounting codes.
- Monitor suppliers' accounts
- Participate in closing month and compile accurate, regular and timely financial reports.
- Supervise and coordinate the daily office staff.
- Monitor the bank account and ensure the booking of all transaction on daily basis in coda and verify the monthly bank reconciliation and ensure it is supported by bank statement and CODA print out.
- Monitor cash flows and conduct cash counts at daily basis (rotated with other finance delegates) and ensure that the petty cash is reconciled. Perform the month end cash count, check the petty cash reconciliation and ensure that the cash count statement is supported by a CODA print out.
- Train the national finance staff to be familiar with the Federation finance procedure and financial system.
- Deputize for the finance coordinator when requested during his/her absence (if it is required)
- Focal point for KPIs in the absence of the project's assigned Finance delegate.
- Focal point for donor reports of the project's assigned Finance delegate.
- Perform other related duties as may be required.
